MANILA, Philippines – INAPRUBAHAN ng Department of Budget and Management (DBM) ang pagpapalabas ng P1 billion na pondo para suportahan ang konstruksyon ng Water, Sanitation, and Hygiene (WaSH) projects sa mga munisipalidad na maliit ang kita.
Sa katunayan, pumayag si Budget Secretary Amenah Pangandaman na ipalabas ang Special Allotment Release Order and Notices of Cash Allocation nito lamang Hunyo 7.
Ang pondo ay huhugutin mula sa Local Government Support Fund – Support and Assistance Fund to Participatory Budgeting (LGSF-SAFPB) sa ilalim ng FY 2024 General Appropriations Act.
Ang pondo ay gagamitin sa pagtatayo, pagpapawalak at pag- upgrade sa WaSH projects mula sa 75 beneficiary municipalities sa buong bansa na nabibilang mula sa 4th hanggang 6th income classes.
Layon ng programa na madaliin ang access sa ligtas at matibay na water supply at sanitation services sa mga ‘nahuhuling’ munisipalidad, katuwang ang lokal na civil society organizations (CSOs).
Sa kabilang dako, ang Department of the Interior and Local Government (DILG), bilang overseer ng local government operations, ang nagsama-sama at nag-endorso ng listahan ng ‘eligible at compliant projects’ sa DBM para sa pagpapalabas ng pondo, alinsunod sa DBM-DILG Joint Memorandum Circular 1, may petsang Feb. 21, 2024, nag-atas ng mga alituntunin at pamamaraan sa implementasyon ng LGSF-SAFPB.
Sinabi ni Pangandaman, ang hakbang ay alinsunod sa commitment ng Pilipinas na mag-ambag para makamit ang Sustainable Development Goal 6 (Ensure availability and sustainable management of water and sanitation for all), at maging ang pagpapalawak at paga-upgrade sa imprastraktura sa ilalim ng Philippine Development Plan 2023-2028.
