MANILA, Philippines- Hinikayat ni Senator Loren Legarda nitong Huwebes sa Senado na imbestigahan, in aid of legislation, ang kamakailang serye ng child rape cases na nagaganap sa bansa sa layuning palakasin ang implementasyon ng mga batas laban dito.
“We are very concerned with the alarming increase of child rape cases, especially that many of the perpetrators are relatives of the victims, trusted individuals,” wika ni Legarda.
“We need to find out whether our current laws are enough or are even being properly implemented to punish the guilty, protect the victims, and empower the state to help the victims recover anew,” dagdag ng senador.
Nauna nang naglabas ang Commission on Human Rights (CHR) ng pahayag na kumokondena sa rape cases sa mga bata.
Ayon sa CHR, kinokonsidera nito ang mga kaso bilang grave violation ng human rights at iginiit ang pangangailangan para sa epektibong protective measures para sa mga bata.
Base sa Child Protection Network Foundation, Inc. (CPN), 2,890 sa 4,079 child violence cases na naiulat mula Enero 1 hanggang Mayo 26, 2024, ay sexual abuse/assault.
Sinabi ni Legarda na dapat paspasan ang pagpasa sa Senate Bill No. 2401, na naglalayong isabatas ang pagtatatag ng Women and Children Protection Units sa lahat ng government hospitals.
“We are also seeking to assess if the substantial amount spent regularly on gender issues is making a significant impact on the most critical issues on gender and child rights,” wika ng senador.
Gayundin, nanawagan si Legarda sa mga awtoridad na epektibong ipatupad ang Anti-Violence Against Women and Their Children Act at ang Special Protection of Children Against Abuse, Exploitation and Discrimination Act, mga batas na nagsusulong ng karapatan ng mga kababaihan at mga kabataan.
Hinimok din ng mambabatas ang mga awtoridad na ipatupad nang wasto ang Anti-Trafficking in Persons Act at ang expanded version nito, at An Act Promoting for Stronger Protection Against Rape and Sexual Exploitation and Abuse, Increasing the Age for Determining the Commission of Statutory Rape.
