MANILA, Philippines – INAPRUBAHAN na ng Asian Development Bank (ADB) ang loan para sa Pilipinas na naglalayong bawasan ang panganib dulot ng pagbaha at climate change sa tatlong pangunahing ‘river basins’ sa bansa.
Sa isang kalatas, sinabi ng ADB na naglaan na ito ng $303 million para sa Integrated Flood Resilience and Adaptation Project-Phase 1.
Layon ng proyekto na i-upgrade at magtayo ng flood protection infrastructure sa Abra river basin sa hilagang Luzon at Ranao-Agus and Tagum-Libuganon river basins naman sa southern Mindanao.
Sinabi ng ADB na ang flood infrastructure project ay pinasimulan para protektahan ang mga tao at kabuhayan sa tatlong pangunahing river basins.
Winika naman ng Manila-based multilateral lender na isinasaalang-alang ng infrastructure project ang epekto ng ‘future climate change’ at isama ang nature-based solutions gaya ng “restoring and reconnecting old river channels for natural drainage and reinforcing riverbanks with mangroves and vegetation planting.”
“Climate change is expected to raise risks from extreme weather events. These river basin communities are highly vulnerable to climate-related hazards, as we have seen in recent years when typhoons destroyed infrastructure, displaced families, and damaged crops,” ayon kay ADB senior water resources specialist Junko Sagara.
“The project will help lessen these risks and improve income and livelihood opportunities, especially for the poor and vulnerable,” aniya pa rin.
Tinuran pa ng ADB na makatutulong din ang proyekto para palakasin ang kakayahan ng Pilipinas na “perform flood risk management planning” sa pamamagitan ng pagbibigay ng pagsasanay para sa mga opisyal ng pamahalaan,
pagkakabit ng equipment para sa weather (panahon o klima) at river flow monitoring at maagang flood warning, at pagpapakilala sa isang asset management information system.
Idinagdag pa ng ADB na layon pa rin ng flood infrastructure project na palakasin ang community-based flood risk management sa pamamagitan ng pagsuporta sa 22 local government units (LGUs) at 150 barangay sa pag-update ng kanilang climate at disaster risk assessments at integrating flood risk management sa local development plans.
“Training activities will be conducted to build the capacity of communities to adapt to climate change and manage flood risks,” ayon pa rin sa ADB.
Kabilang naman sa proyekto ang civil society organizations at beneficiary groups sa planning at implementasyon nito.
Ang feasibility study at disenyo para sa proyekto ay suportado ng Infrastructure Preparation and Innovation Facility ng ADB, tumutulong sa mga ahensiya ng pamahalaan na magkaroon ng access sa impormasyon ukol sa “up-to-date technology at innovative designs” para sa pagtatayo ng mga pangunahing infrastructure projects simula pa noong 2017.
