MANILA, Philippines – TINAWAG ng Anti-Terrorism Council (ATC) ang apat na lider ng Cordillera Peoples Alliance (CPA) bilang “terorista”, kulang-kulang na isang buwan matapos hilingin ng grupo ang writ of amparo sa Korte Suprema.
“The designation will allow the Anti-Money Laundering Council (AMLC) to investigate and freeze the financial assets and properties of the tagged individuals,” ayon sa ATC.
Inakusahan ng ATC sina Windel Bolinget, Jen Awingan, Sarah Abellon-Alikes, at Steve Tauli ng pagiging miyembro ng Ilocos Cordillera Regional White Area Committee of the Communist Party of the Philippines-New People’s Army (CPP-NPA).
Ayon sa konseho, ang kanilang desisyon ay batay sa “verified and validated information, sworn statements, and other pieces of evidence gathered by Philippine law enforcement agencies.”
Nakasaad sa Paragraph 3, Section 25 ng Republic Act 11479 na “the council may designate an individual, group of persons, organization, or association, upon a finding of probable cause, who commit, or attempt to commit or conspire in the commission of acts of terrorism.”
Sa kabilang dako, mariin namang kinondena ng CPA ang nasabing pagtawag sa apat na lider nito na terorista at iba pang “relentless attacks against indigenous peoples activists.”
“Clearly, the ATA (Anti-Terrorism Act) is used as an instrument to stifle dissent and target activists,” ayon sa CPA.
Dahil dito, hinikayat ng grupo ang Korte Suprema noong Hunyo 19 na magpalabas ng writ of amparo laban sa mga ahensiya ng gobyerno at sa pulis na di umano’y sangkot sa red-tagging.
Magugunitang, binasura na ng Court of Appeals ang usaping ito dahil sa “lack of substantial evidence.”
Tinuligsa naman ng Rights group Karapatan ang “baseless” at “arbitrary” ng ATC sa pagtawag ng terorista sa mga Cordillera activists.
Nanawagan ito sa human rights advocates at grupo na muling ipanawagan na i-repeal ang anti-terror law.
“We deplore the increasing use of terror laws against activists and peasants to suppress political dissent and violate basic rights and civil liberties, as what numerous human rights advocates and groups have warned when the Anti-Terrorism Act was signed into law,” ayon sa Karapatan.
Para naman sa International Indigenous Peoples Movement for Self Determination and Liberation, naniniwala ito na nalagay sa panganib ang mga aktibista matapos na ilathala ang kanilang mga pangalan kabilang na ang kanilang pamilya, mahal sa buhay, organisasyon at komunidad.
Sinabi ng grupo na “activists’ vocal expression of dissent and democratic freedoms to criticize any powers should not be “silenced, criminalized, vilified and further marginalized.”
