MANILA, Philippines – Nakapaglabas na ang Department of Budget and Management (DBM) ng mahigit 90% ng P5.268-trillion national budget para sa 2023 hanggang noong katapusan ng Hulyo.
Batay sa Status of Allotment Releases “as of July 31, 2023,” nakapaglabas na ang DBM ng P4.891 trilyon.
Katumbas ito ng 92.8% ng P5.268-trillion budget sa ilalim ng 2023 General Appropriations Act.
Nasa P3.046 trilyon ang inilabas sa mga ahensya ng pamahalaan para sa kanilang priority projects, activities at mga programa na pasok sa eight-point socioeconomic agenda ng Marcos administration.
Noong nakaraang buwan, ipinag-utos ni Budget Secretary Amenah Pangandaman sa mga ahensya ng pamahalaan na magpasa na ng kani-kanilang catch-up spending plans lalo na sa nakikitang underspending sa unang bahagi ng taon.
“To ensure transparent and effective budget utilization, the DBM issued Circular Letter no. 2023-10, s. 2023 in August, requesting all agencies to submit their respective spending catch-up plans before September 15, 2023,” sinabi ng DBM.
“This catch-up plan will help bridge any gaps and maximize the allocation of resources for the remaining months of the year, and achieve the targets set under the administration’s Medium-Term Fiscal Framework (MTFF),” dagdag pa ng ahensya.
Ang government underspending ay isa sa salik sa mabagal na economic growth, kasabay ang mataas na inflation at interest rates.
Sinusukat ang ekonomiya sa pamamagitan ng gross domestic product (GDP), na lumago ng 4.3% sa April–June period, ngunit mas mabagal sa 6.4% growth na naitala sa first quarter ng taon. RNT/JGC
