MANILA, Philippines – Aalisin ng Senado ang P42-bilyon na “ayuda” o social assistance programs mula sa unprogrammed appropriations sa 2026 budget bill, sinabi ni Senate President Pro Tempore Panfilo “Ping” Lacson noong Martes, Oktubre 28.
Sinabi ni Lacson na plano ng Senado na panatilihin ang mga unprogrammed appropriations para sa mga proyektong tinulungan ng mga dayuhan lamang.
“The House (of Representatives) left some P42 billion in the unprogrammed appropriations for ayuda, and we will remove it,” ayon kay Lacson.
“We expect a long discussion in the bicameral conference committee but we senators agreed that ayuda funds cannot be in the unprogrammed appropriations. They should be in the regular budget,” aniya.
Sinabi ni Lacson na naninindigan siya kasama ang karamihan sa mga miyembro ng Senate Majority Bloc, kabilang sina Senate President Vicente Sotto III, at Sen. Sherwin Gatchalian, chairman ng Senate Finance Committee.
Higit pa rito, pinuri niya si Gatchalian sa mahusay na paghawak sa mga pagdinig ng komite sa badyet.
Noong Lunes, Oktubre 27, itinulak ni Gatchalian ang isang napakadetalyadong line item sa iminungkahing 2026 national budget, upang matiyak na ang mataas na antas ng granularity ay mag-aalis ng anumang puwang para sa pagpapasya na posibleng maging pagkakataon para sa katiwalian.
“There should be no room for discretion when it comes to the budget. Once the budget is approved, it should be implemented properly,” saad ni Gatchalian.
“That’s what we are doing right now. providing details so there would be no room for corrupt officials to play with generic titles,” aniya. RNT/MND
