PHILHEALTH NAGPALIWANAG

Dear Mr. Antiporda:

This pertains to the article entitled “PhilHealth Dapat Magpaliwanag” published on January 9, 2026.

We appreciate your raising concerns regarding the payment of missed contributions.

We value such discussions as they help us address similar issues, provide clarity, and guide us toward continuous improvements in service delivery.

Regarding reports that some employees allegedly refuse to accept members’ explanations for missed premium payments, PhilHealth clarifies that under the Universal Health Care Act (UHC), all Filipinos are automatically enrolled in the National Health Insurance Program (NHIP) and are entitled immediate eligibility for benefits regardless of contribution status.

As such, members are not required to pay missed contributions as a condition for availing benefits.

No member should be denied coverage on this basis.

Nonetheless, PhilHealth encourages members who have the capacity to pay to regularly remit their contributions in support of program sustainability.

We strongly encourage our members to regularly update their records to ensure accuracy and prevent being billed for missed payments in cases where payment is not required for the specific period.

The Corporation takes such reports seriously and continuously strengthens internal guidelines while retooling employees to ensure that all members are treated with fairness, compassion, and respect, regardless of socioeconomic status.

PhilHealth remains committed to upholding the objectives of the UHC Act to ensure that no Filipino is denied access to healthcare.

Once again, we thank you for bringing these concerns to public attention and assure our members that concrete measures are being undertaken to address similar issues and further improve the overall member experience.

If you have further questions or concerns, feel free to contact our Media Relations Team through Ms. Pinky Aragones at 0998-400-5473.

Sincerely yours,
