MANILA, Philippines – Nilinaw ni House Committee on Justice Chairperson at Batangas Rep. Gerville Luistro na kahit pa man magbitiw sa puwesto bilang Vice President si Sara Duterte ay tuloy pa rin ang impeachment proceedings laban dito.
Ang pahayag ay ginawa ni Luistro bilang tugon sa tanong ng media sa isinagawang press conference. Aniya, hindi awtomatikong makakansela ang impeachment process kung magbitiw sa puwesto si Duterte.
“The impeachment proceedings should continue because there are two principal penalties if convicted. One is removal. The other is perpetual disqualification to hold any public office,” paliwanag ni Luistro. Aniya, kung magbibitiw sa puwesto ay maaalis na ang penalty na removal from office, gayunpaman kailangan resolbahin ang diskuwalipikasyon nito na tumakbo sa puwesto.
“So, the resignation will render moot and academic the penalty of removal. I think the penalty of perpetual disqualification needs to be resolved as well. And for us to be able to resolve that, it means that the impeachment proceedings must continue until the trial in the Senate, until they reach a decision of whether to convict or to acquit,” paliwanag nito.
Itinakda na ng House Justice Committee sa Marso 25 ang unang pagdinig sa impeachment case laban kay Duterte matapos pumasa sa sufficiency in form, substance, at grounds ang impeachment complaint.
Sinabi ni Luistro na ang gagawin ng komite ay maihahalintulad sa mini trial kung saan ihaharap ang mga ebidensya at testigo. Aniya, ang pagdinig ay para sa pagdetermina ng probable cause, samantala sa Senado gagawin ang full trial kung saan idedetermina ang guilt. Gail Mendoza
