MANILA, Philippines – Inihayag ni dating Senate President Alan Peter Cayetano na hindi nito tatantanan ang imbestigasyon sa flood control scandal na kinasasangkutan ng ilang mambabatas at kaalyado ng Palasyo sa pangunguna ni dating Rep. Zaldy Co.
Sa pahayag, sinabi ni Cayetano na tanggap na niya ang pagpapalit ng liderato sa Senado matapos mahalal ng 13 senador si Senador Sherwin Gatchalian bilang Senate President, kasunod ng pagtalon sa mayorya ni Senador Joel Villanueva.
Sa inilabas na pahayag nitong Miyerkules, sinabi ni Cayetano na hindi kailanman tungkol sa pagiging Senate President ang naging bangayan sa Senado kundi ang pagsisiwalat ng katotohanan at pagpapanagot sa sinumang dapat managot.
“This was never about the Senate presidency. From the very beginning it was about the truth — the truth about the flood-control funds, the billions meant to shield our towns and our families from the waters, the protection that was paid for and never came,” aniya.
Aniya, nagsimula ang sigalot sa Senado dahil may mga nais umanong ilantad ang isyu habang may ilan namang gustong pagtakpan ito.
“That is the fight that began all of this — one side wanted to bring it out, the other desperate to keep it covered. And it is a fight that we intend to continue, no title or position required,” giit niya.
Kasabay nito, kinuwestiyon ni Cayetano ang ipinatawag na special session nitong Hunyo 17.
Aniya, kung tunay na para sa pagpasa ng mahahalagang panukala ito, bakit wala ni isa sa 21 priority measures ng Pangulo ang nakahandang maaprubahan.
“The President himself named twenty-one priority measures for passage by June, and when our leadership changed, his Palace promised the public there would be no slowdown. Yet not one of those twenty-one appears to be set for passage today,” wika niya.
Binanggit din niya na ang Anti-Political Dynasty Bill, na tanging priority measure na nasa kalendaryo, ay nasa interpellation pa lamang.
“We could have done the people’s work these past weeks — had the effort gone into governing rather than into counting to thirteen. Instead, the real work waits. Cover-up time muna,” wika niya.
Iginiit din ni Cayetano na dapat resolbahin ng Korte Suprema ang mga usaping konstitusyonal kaugnay ng sesyon nitong Hunyo 3, na aniya ay walang quorum at samakatuwid ay walang bisa.
“We have said from the first, and we maintain still, that what was done on June 3 was done without the quorum the Constitution requires, and was, for that reason, void,” wika niya.
Nagbabala rin siya sa umano’y pakikialam ng ehekutibo sa Senado.
Sa kabila nito, tiniyak ni Cayetano na magpapatuloy ang kanyang suporta sa mga agarang hakbang ng Senado, kabilang ang ayuda para sa mga biktima ng lindol sa Mindanao.
“I promise you, we will get to the bottom of this. We will find the masterminds. We will hold them accountable,” aniya.
