MANILA, Philippines – Naghain ng House Bill No. 9887 si Lanao del Sur 1st District Rep. Zia Alonto Adiong upang hilingin ang P15-bilyong supplemental appropriation para sa Fiscal Year 2026.
Layunin nito na pondohan ang mabilisang relief, recovery, rehabilitation, repair, at reconstruction efforts sa mga komunidad na sinalanta ng magnitude 7.8 na lindol na yumanig sa Sarangani Province noong Hunyo 8, 2026.
Ayon sa panukala, dadagdagan ang National Disaster Risk Reduction and Management Fund upang tugunan ang malawakang pinsala sa Regions XI at XII.
Kabilang sa mga nasira ang mga bahay, paaralan, ospital, kalsada, tulay, sistema ng irigasyon, pasilidad ng kuryente, pantalan, paliparan, at iba pang kritikal na imprastraktura.
Magkakaloob din ito ng direktang tulong sa mga lumikas na pamilya, magsasaka, mangingisda, at mga vulnerable sector na nawalan ng kabuhayan.
Sa huling ulat, umabot na sa 47 ang nasawi, 688 ang sugatan, habang 31 katao pa ang nawawala. Higit sa 45,000 indibidwal ang nananatili sa mga evacuation center, at mahigit 12,600 kabahayan ang nawasak.
Ang pinsala sa ari-arian sa General Santos City pa lamang ay tinatayang nasa P1 bilyon na, habang patuloy pa ang assessment sa iba pang lugar.
“Mindanao is reeling from one of the strongest earthquakes in recent memory. Our people need immediate help to rebuild their lives, restore essential services, and recover their livelihoods. This bill delivers the substantial resources required to accelerate relief and long-term rehabilitation,” pahayag ni Adiong.
“This bill is close to my heart. As a Mindanaoan, I deeply feel for my brothers and sisters across the region who are now struggling to pick up the pieces after this tragedy. We must stand with them and give them the support they urgently need,” dagdag pa nito.
Sa ilalim ng HB 9887, maglalaan ng tig-dalawang bilyong piso sa Department of Agriculture (DA) para sa pagsasaayos ng irigasyon at tulong sa mga magsasaka at mangingisda, at sa Department of Education (DepEd) para sa pagkukumpuni ng mga eskuwelahan.
Tig-isang bilyon at kalahati naman ang mapupunta sa Department of Social Welfare and Development (DSWD) para sa emergency cash aid, food packs, at temporary shelter; at sa Department of Health (DOH) para sa pagsasaayos ng mga ospital, medical equipment, at local health facilities. May dalawang bilyong piso ring inilaan para sa housing assistance at relocation sa pamamagitan ng Department of Human Settlements and Urban Development (DHSUD) at National Housing Authority (NHA).
Ang nalalabing pondo ay hahatiin sa Department of Public Works and Highways (DPWH), mga lokal na pamahalaan (LGUs) para sa mga kalsada at tulay, pagpapanumbalik ng kuryente, mga state universities and colleges (SUCs), at transport facilities.
“We are making sure that the funding reaches the sectors that matter most to Mindanawons right now — our farmers and fisherfolk who feed the region, our children who deserve safe classrooms, our families who need roofs over their heads, and our local governments that know their communities best,” ani Adiong.
Ipinag-uutos din ng panukala ang transparency sa pamamagitan ng quarterly reporting sa Kongreso at Commission on Audit (COA), mahigpit na koordinasyon sa mga LGU, at pagbibigay-prayoridad sa mga pinakatinamaang lugar.
