Bagong billing iniutos ng ERC sa power distributors, koleksyon ng universal charges, sinuspinde

Manila, Philippines – Inutusan ng Energy Regulatory Commission (ERC) ang power distributors na maglabas ng bagong billing at sinuspinde ang koleksyon ng universal charge dahil sa pagpapatupad ng iba’t ibang lockdown measures ng pamahalaan sa buong bansa.

Sa isang abiso, iniutos ng ERC sa (DUs) “to conduct actual meter readings and thereafter issue a new billing reflecting the actual consumption and the corresponding amount due, not later than 8 June 2020, except when actual reading is not possible due to the implementation of community quarantine.”

Inilabas ng power industry regulator ang direktibang ito sa gitna ng sinasabing “bill shock” sa bill ng kuryente ng mga konsyumer ng Manila Electric Co.’s (Meralco).

Kinuwestiyon ng ERC at Department of Energy (DOE) ang kumpanya kung paano nito nabuo ang bill ng mga kuryente sa loob ng tatlong billing cycles na sumasakop sa lockdown.

Giit naman ni Meralco spokesperson Joe Zaldarriaga, susunod sila sa utos ng ERC.

“We will comply with the ERC order and will operationalize it bearing in mind and ensuring that our customers will understand their bill,” aniya.

“We will support the implementation using various information materials and platforms to make it easy to understand. Rest assured that we only have our customers’ satisfaction and interest in mind as we implement this order.”

Sinuspinde rin ng ERC ang koleksyon ng Universal Charge-Environmental Charge (UC-EC) “until further notice” na katumbas ng P0.0025 per kilowatt-hour (kWh).

Inutusan ang power distributors na payagang hatiin sa anim na buwang installment ang pagbabayad sa bill ng kuryente ng mga konsyumer na may buwanang konsumo ng 200 kWh at pababa sa Pebrero 2020, dahil sa enhanced community quarantine (ECQ) at modified enhanced community quarantine (MECQ), kung saan hindi dapat mas maaga sa Hunyo 15, 2020 ang unang buwang amortization, nang walang penalty, interests at iba pang bayad.

“For electricity customers with monthly consumption of above 200 kWh in February 2020, DUs shall allow a staggered payment of up to four equal monthly installments for their electricity bills falling due within the ECQ and MECQ periods, the first monthly amortization to be made not earlier than June 15, 2020, without penalties, interest and other fees,” ayon dito.

Iniutos pa nito na kada ika-15 ng buwan simula sa Hulyo 2020 ang installment para sa bill hanggang sa mabayaran ito.

Dapat na masabihan ng DUs ang kanilang mga konsyumer ng buwanang installment due, anang ERC.

Samantala, hindi dapat bayaran ng mas maaga sa Hunyo 30, 2020 ang bill ng kuryente na papatay sa Hunyo 2020, at walang penalty, interest at iba pa. .

“Availment of Prompt Payment Discount (PPD) may be subjected to negotiation between the contracting parties, and DUs are reminded that benefits from such availment are required to be shared with their customers,” pahayag ng ERC.

“The DUs’ submission of power supply contract utilization report, record of payments received from customers, and record of payments made to suppliers, covering the period 16 March to May 31, 2020 shall be not later than June 30, 2020 to be emailed to tariffs@erc.gov.ph,”sabi pa nito.

Inanunsyo rin nito na ipatutupad nito ang kombinasyon ng work-from-home at skeleton workforce work arrangements hanggang Hunyo 30, 2020, alinsunod sa panuntunang inilabas ng Civil Service Commission. RNT/MM

    tanong ko bkit dto sa pelco1at pelco 2 pampanga may penalty billing if not paid in due tine billing ng january sabi nila hindi kasama sa ECQ kc n implement month of march ang covid nag start january ganun din po Neplum water works angeles city pampamga they add penalty charge since lockdown started pls help us to resolve this problem tnk u
