MANILA, Philippines- Makatatanggap ang Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) ng P5 bilyon para sa rehabilitasyon ng conflict-ridden communities.
Sa katunayan, kinumpirma ni Department of Budget and Management (DBM) Secretary Amenah Pangandaman na inaprubahan niya ang Special Allotment Release Order (SARO) na nagkakahalaga ng P5 billion para sa Special Development Fund (SDF) ng BARRM.
“Recently, I also approved the Special Allotment Release Order amounting to PHP5 billion for the Special Development Fund of BARMM for the rebuilding, rehabilitation, and development of its conflict-affected communities,” ani Pangandaman.
“These are on top of the PHP64.8 billion block grant to the Bangsamoro government in the 2023 Budget,” dagdag na wika niya.
Sa kabilang dako, sa hiwalay na kalatas ng DBM, sinabi ng departamento na ang pagpapalabas sa P5 billion fund ay nakasaad sa ilalim ng Section 2, Article 15 ng Republic Act (RA) 11054.
Ang RA 11054 ay may mandato sa national government na bigyan ang BARMM government ng P5 billion SDF annually para sa 10 taon “to rebuild, rehabilitate, and develop the region’s conflict-affected communities.”
Sinabi ng DBM na ang alokasyon ay dapat na ipinalabas ng Bureau of Treasury sa BARMM government sa pamamagitan ng “authorized government servicing bank, subject to cash programming” ng national government.
Nagpahayag naman ng kumpiyansa si Pangandaman na maayos na gagamitin ng BARMM government ang pondo para tiyakin ang development o pag-unlad sa rehiyon.
“We hope that BARMM takes advantage of this funding by fully utilizing it to help those in need, and to improve areas that needs further development,” anito.
Samantala, sinabi ng Kalihim na: “Tulad po ng ipinangako ko, at alinsunod po sa tagubilin ni Pangulong Bongbong Marcos, patuloy po ang DBM na aalalay sa BARMM sa abot ng aming makakaya.”
Naglaan naman ang administrasyong Marcos ng P64.76 billion para sa Annual Block Grant ng BARMM; P5 billion SDF para sa “rebuilding, rehabilitation, at development ng conflict-affected communities; at P4.59 billion para sa share nito sa “taxes, fees, at charges” na nakolekta sa rehiyon. Kris Jose
