In a statement over the weekend, the Commission, a civilian-led independent body that seeks to uncover the truth on Duterte’s Drug War, said that with the decision, the long-awaited trial can now proceed.

“The court’s decision removes the last major obstacle to a trial that the families of those killed during Rodrigo Duterte’s ‘drug war’ have waited years to see,” Carlos Conde, Truth Commission commissioner and spokesman, said.

On October 8, the ICC’s Trial Chamber III bared a September 28 decision that Duterte is fit to stand trial set to begin on November 30.

Conde said the ruling means Duterte will finally face the charges against him in open court, and the evidence and testimonies related to the killings that accompanied his drug war can now be presented.

An independent panel of experts unanimously found that Duterte understands the case against him and can help his lawyers prepare his defense, Conde noted, saying that the ruling means the former President can no longer invoke health reasons to delay or stop the proceedings.

Conde said the proceedings would provide a chance to establish what happened during the anti-drug campaign.

The Truth Commission, chaired by former ICC Judge Raul C. Pangalangan, was organized by church and civic leaders in May to document the human rights violations in Duterte’s drug war, honor the victims and provide a forum for closure among their families, advance accountability and institutional reform, strengthen human rights and the rule of law, and contribute to national healing and lasting peace.

Health Secretary Edwin Mercado said in an interview that he told DOH staff to work with barangay health workers to find people who have walked through floods and give them doxycycline.

Mercado admitted that going to barangay health centers or getting a doctor’s prescription for doxycycline can be difficult and time-consuming.

“Ang ginagawa po natin pro-actively ay tayo na po ang pumupunta sa bawat barangay at inaalam natin sino po ba ang hindi maiiwasang lumusong sa baha, tulad ng mga riders at trabahador. Ang mga health workers ay ating binibigyan ng payo na hanapin sila sa mga barangay para makapabigay tayo ng doxycycline, para hindi na sila pupunta sa mga barangay health stations,” Mercado said.

Mercado said that tracking people exposed to floods is currently slow and difficult, so they are looking into using technology to get real-time data, like mapping flooded communities for faster health response.

“Kailangan mayroon tayong sistema (for forecasting) na computerized para real time ang ating data. Iyon po ay ginagawaan ng paraan. Pati na rin po ang supply chain, stock level, pati na rin ang ordering cycle (ng doxycycline),” Mercado said.

In a separate interview, Dr. Grace Padilla, the officer in charge and Manila City Health Officer, said that barangay health workers in Manila are actively going house to house as part of the city’s efforts to control the spread of leptospirosis.

Nearly 200,000 doses of doxycycline have already been given to residents, as the City Health Office expects more leptospirosis cases because of the constant rain and flooding in some parts of the city.

Padilla said Manila hospitals and health facilities are on alert because leptospirosis cases could rise as the rains continue.

Padilla said that six Manila hospitals set up to care for leptospirosis patients are now operating beyond their usual bed capacity.

Under standard procedures, hospitals are expected to increase capacity by adding 10 percent more beds for severe leptospirosis cases.

Manila has started using its infectious disease facilities and wards, including areas that were once used for COVID-19 patients, to handle the growing number of leptospirosis patients at Sta. Ana Hospital.

The Manila City Health Department is also monitoring other water- and weather-related diseases, such as cholera, typhoid fever, and flu-like illnesses, as the rains and flooding continue. RNT

I am very thankful kasi ino-open ng SM City Baguio ang mga ganitong opportunities para sa mga kids. I hope na mas marami pang ganitong programs,” Joan shared.

She also appreciated having a safe and accessible venue where children could continue learning despite challenges such as class suspensions and unfavorable weather conditions.

“For us, despite the weather and the suspension of classes, we feel safe here at SM City Baguio while the kids are learning and participating in activities like this,” she added.

Her son, Jacob, was particularly interested in discovering how AI can be used beyond simple conversations and searches, sharing how his curiosity about the technology has already inspired him to experiment with it.

“I want to know more about AI because it is futuristic technology. I tried a game where you have to use AI, and I also made an app,” Jacob shared.

Cheryl Alquiza, one of the senior participants, said the session provided valuable information that could help senior citizens become more aware of the risks they may encounter in the digital space.

“We learned so much information, and the experiences shared by someone who was scammed were a big help to us, especially us seniors. Sometimes, we are very vulnerable to scams. Hindi namin alam na puwede ka pala maloko through text and messages lang,” Cheryl shared.

She also emphasized the importance of staying alert when using digital and financial services.

“Dapat aware din tayo, especially when using ATMs, because we learned that there are also things we need to be careful about when using them,” she added.

The inclusive nature of the activity was also highlighted by Engineer Katherine Aguilar of DICT-CAR, who discussed Artificial Intelligence during the learning session. She noted how the participation of both children and senior citizens demonstrated that technology can serve as a bridge across generations.

“Maganda yung ginawa natin kasi from kids to seniors, it only goes to show na yung technology ay walang pinipiling edad. Meanwhile, Justina Alcosaba Pari-an, Chairwoman of the Rempes Modern Farmers Agricultural Cooperative in Maguindanao and recipient of an AVPA Silver Medal, shared how improving quality has transformed their livelihood. 

“Sa pamamagitan ng tamang proseso, tumaas ang kalidad at halaga ng aming kape. Ngayon, tunay na itong nagbibigay ng pangkabuhayan sa aming komunidad.”

The festival also showcased how Philippine coffee continues to inspire a new generation of entrepreneurs. For Raven Salvador, owner of After Hours, what started as simple curiosity eventually grew into a thriving business. 

“I got curious about coffee, and that curiosity turned into a passion. I started learning more about it and eventually combined that passion with my dream of starting a business. So far, so good.”

Throughout the festival, visitors enjoyed coffee tastings, artisan demonstrations, cultural performances, educational talks, and the popular Meet the Makers sessions, where they connected directly with the farmers, roasters, and entrepreneurs behind the products they brought home.
