Cha-cha kailangan – solon

MANILA, Philippines- Ipinapakita ng mga batas na nagpapaluwag sa mga restriksyon sa ilalim ng 1987 Constitutions na ang mga batas sa kasalukuyang charter at kailangang baguhin, ayon kay Surigao del Norte Representative Robert Ace Barbers nitong Miyerkules.

Inihayag ito ni Barbers, miyembro ng Nacionalista Party (NP), sa gitna ng pagsusulong ni Speaker Martin Romualdez ng Charter change (Cha-cha) sa susunod na taon.

“Passing laws in the hope of curing the flaws of the Charter is an admission of the need to amend it. Even if Congress pass thousands of economic laws in contravention of the Constitution, nothing will change. They will be questioned before the Supreme Court,” ani Barbers.

Hindi binanggit ni Barbers ang partikular na mga batas, subalit matatandaang nilagdaan ni dating Pangulong Rodrigo Duterte ang amyenda sa Public Service Act, na pumapayag sa 100% foreign ownership ong f public services tulad ng telecommunications at railways, at iba pa.

Sa ilalim ng 1987 Constitution, ang pinapayagan lamang na pagmamay-ari ng mga dayuhan ay hanggang 40% ng public utilities.

“It is a waste of valuable resources. It is an admission that the Charter has failed us economically, politically and socially. What are we waiting for, to be at the bottom of the ladder?” wika ni Barbers.

Aniya pa, ang revised constitution “will be a better tool for our President, now and in the future, to sell the country to investors and navigate the global business network for our people.”

“Instead of going out to work, they will be staying to man and run businesses both foreign ang local that may choose the country if the right climate prevails,” patuloy ng solon.

Para kay Barbers, dapat magsilbing “wake up call” ang pagpwesto ng bansa sa ika-walo mula sa 10 bansa sa Southeast Asia pagdating sa foreign direct investments, upang amyendahan ang Konstitusyon. RNT/SA
