MANILA, Philippines – Ipinababalik ng Commission on Audit ang P6.159 milyon na halaga ng pondo ng pamahalaan ng Department of Tourism na ginamit umano sa “irregular, unncessary at excessive expenditures.”
Sa 2022 audit report sa DOT, sinabi ng COA na ang paggasta ng Office of the Secretary (OSEC) at Regional Offices (RO) sa Ilocos, Calabarzon, Bicol, Davao, at Caraga ay hindi naaayon sa governing laws, rules and regulations ng pamahalaan.
“We recommended that the DOT OSEC and ROs demand full refund of the amounts considered as irregular, unnecessary, and excessive in nature. Henceforth, strictly adhere to governing laws, rules and regulations to ensure regularity of transactions,” sinabi ng state auditors.
Ang “irregular” expenditures ng OSEC ay tinukoy bilang P168,500 na transportation allowance para sa mga opisyal na mayroon naman nang nakatalagang government transportation.
“Review of trip tickets also disclosed that an official is using a service vehicle on several occasions although not officially assigned to him and still receiving TA (transportation allowance) on these days,” sinabi pa ng audit team.
Gumastos din ang OSEC ng P260,575 para sa service ng tour operators na ikinukunsiderang “excessive” na ng audit team.
Dagdag pa, ikinukunsidera ring “irregular” ng COA ang P962,679 na ginastos sa National Ecotourism Strategy Action Plan para sa Luzon na may 110 target attendees pero 74 lamang ang dumalo.
Siningil pa rin ito ng contractor sa nasabing halaga kahit na nakasaad sa kontrata na ang statement of account ay ibabase sa aktwal na ginastos.
Hindi rin gaanong nagamit ang mga twin-sharing room at wala ring breakdown of expenses para sa accommodation, transportation, meeting venue na may mga pagkain, at tour sa Mt. Pinatubo.
Samantala, gumastos din umano ang Calabarzon ng kabuuang P1.771 million para sa giveaways sa seminar.
“Had these invited participants provide early notice of non-attendance, the Management could have taken appropriate measures to address the situation,” tugon naman ng DOT sa COA.
“While the seminar is free of charge, there are also occasions when there are low attendees, so the giveaways attract participants,” dagdag pa ng DOT.
