MANILA, Philippines – Ipinag-utos ng Department of Energy (DOE) ang pagpapataas sa coco methyl ester (CME) blend sa diesel fuel simula Oktubre.
Sa Department Circular No. 2024-05-0014, binigyang mandato ng DOE ang downstream oil industry participants na taasan ang CME blend sa 3% mula sa kasalukuyang 2% sa mga ibinibentang diesel fuel sa buong bansa simula Oktubre 1, 2024.
Ang CME percentage blend ay tataas sa 4% pagsapit ng Oktubre 1, 2025, at kalaunan ay gagawing 5% sa Oktubre 1, 2026.
Ayon sa DOE, layon ng hakbang na bawasan ang dependence sa imported fuels, mapababa ang greenhouse gas emissions, at suportahan ang local biodiesel at bioethanol sectors.
“The increase in the CME blend is expected to create additional markets for coconut farmers, biodiesel producers, and other stakeholders in the coconut industry, with around 900 million additional nuts as feedstocks to produce around 100–120 million liters of additional CME requirements to satisfy a 1% mandatory increase in the CME blend,” sinabi ng DOE.
“Moreover, based on a 30,000-kilometer on-road test with a higher CME blend of 5%, an increase of around 10% in mileage corresponds to an estimated net savings of P4.17 per liter of diesel,” dagdag pa ng ahensya.
Pagpapatuloy, sinabi ng DOE na may option ang downstream oil industry participants na taasan ang ethanol blend sa lahat ng gasoline fuel ng 20% mula sa kasalukuyang 10% upang mabawasan naman ang domestic pump prices.
Ang pagtataas sa ethanol blend ng 20% ay maaaring magdala ng tinatayang pagbaba ng nasa P3.21 kada litro sa presyo ng gasolina.
“Implementing the higher biofuel blend is a win-win solution as we promote economic growth, uphold environmental stewardship, and strive for cleaner energy utilization. It is also about investing in a future where sustainability drives progress,” pahayag ni Energy Secretary Raphael Lotilla.
Ayon sa DOE, upang masiguro ang smooth at napapanahong transition sa mas mataas na biofuel blend percentages, dapat panatilihin ng downstream oil industry ang sapat na storage capacity, blending facilities, transport systems, at dedicated storage tanks at dispensing pumps.
Sa ilalim ng Biofuels Act of 2006, binibigyang mandato nito ang lahat ng liquid fuels para sa mga motor at makina na binibenta sa Pilipinas na haluan ng biofuels.
Ang kasalukuyang ethanol blend para sa gasolina ay nasa 10% mula 2012, habang ang CME blend ay huling tinaasan sa 2% noong 2007. RNT/JGC
