MANILA, Philippines – Nais ni Go Negosyo founder Joey Concepcion, miyembro ng
Private Sector Advisory Council (PSAC) ni Pangulong Ferdinand Marcos Jr., na muling bisitahin ng mga mambabatas ang agrarian reform law.
Ito ay upang tingnan ang posibilidad at payagan ang mga benepisyaryo na makapagbenta at makapagsangla ng kanilang lupa.
Sa panayam ng PTV, sinabi ni COncepcion na sa kasalukuyang set-up ng agrarian reform, ang mga recipient ng certificates of land title (CLOA) “are prohibited from mortgaging the land to the bank and they cannot sell the land.”
Pangunahing layunin ng agrarian reform ay makapamahagi ng lupang sakahan sa mga mahihirap at magsasakang walang sariling lupa.
“So, how will they access working capital? That’s why maraming mga bangko ayaw magpautang sa mga agri-farmers kasi ang level of risk is very high. Pero ang problema noon is that they have an asset but they cannot use it to borrow money,” giit ni Concepcion.
“So, we’ve been proposing to some of the legislators na baka puwedeng they review the agrarian reform as part of the whole modernization of the agricultural sector ‘no kasi karamihan ng mga MSMEs natin especially the micro and small are farmers,” sinabi pa niya.
Ayon kay Concepcion, irerekomenda niya sa Kongreso kasama ang iba pa niyang “big borthers” sa pribadong sektor, na muling bisitahin ang agrarian reform law
“to allow these CLOAs – the land that’s given to the farmers – that they can mortgage and they can sell it ‘no.”
Nilinaw naman ng presidential adviser na ang ibebentang lupa ng magsasaka ay gagamitin pa rin dapat bilang sakahan.
“So the condition to this recommendation is that they be allowed to mortgage and sell but whoever buys it, can only use it for agriculture,” aniya. RNT/JGC
