Dagdag-chalk allowance sa mga guro, aprubado na sa Senado

MANILA, Philippines – Inaprubahan na ng Senado ang panukalang magpapataas sa teaching allowance ng mga guro sa pampublikong paaralan o kilala sa tawag na “chalk allowance.”

Sa ilalim ng panukala, ang teaching allowance ay patataasin mula sa kasalukuyang P5,000 hanggang P7,500 sa school year 2023-2024 at hanggang P10,000 sa school year 2024-2025.

Ang karagdagang benepisyo ay hindi bubuwisan.

Sa pahayag, hinimok ni Senator Ramong “Bong” Revilla Jr., principal author at sponsor ng panukala, ang mga kasamahan sa Kamara na gawing prayoridad din na magpasa ng kahalintulad na panukala.

“This was already passed by the Senate during the 17th and 18th Congresses. It is not for me or for all of you. This is for our hard-working teachers, the shapers of our nation, who have dedicated their lives to nurture our children,” ani Revilla.

Sa sponsorship speech ng senador noong nakaraang linggo, inihayag ni Revilla na napipilitang mag-abono ang mga guro para bumili ng mga gagamiting suplay sa kanilang klase, dahil ang kasalukuyang allowance ay nasa P5,000 lamang kada taon, o P24 kada araw.

“The current cash allowance already includes a P500 allocation for medical examination. If we deduct that from the purchase of teaching materials and equipment, it will drop to P22 pesos only per day. A box of chalk costs P68, a ream of bond paper costs P120, not including the internet load,” ayon sa mambabatas.

Iginiit din niya na kakailanganin lamang ng P2 bilyong pondo para sa additional allowance para sa P7,500, at P4.5 bilyon kung aabot ito sa P10,000 sa 2025.

Sa kasalukuyan, sinabi ni Revilla na ang pondo sa allowance ng mga guro sa pampublikong paaralan ay nasa P4.8 bilyon.

“This is less than one percent of the total budget of the Department of Education in this year of the trillion-peso budget, it is too little for us to deny,” aniya.

Ang Senate Bill 1964 o proposed “Kabalikat ng Pagtuturo Act” ay naipasa sa 22 affirmative votes, zero negative votes at zero abstention. RNT/JGC
