MANILA, Philippines – Tiniyak ni Senador Edgardo “Sonny” Angara na dadagdagan ang pondo para sa sektor ng edukasyon at kalusugan sa final version ng 2024 national budget.
SA pahayag, sinabi ni Angara, chairman ng Senate committee on finance na kumikilatis sa P5.7 trilyong badyet sa 2024, na kanyang nakita sa apat na taong deliberasyon ng General Appropriations Acts (GAA) na palaging suportado ang Kongreso sa education at health sector.
Base sa kanyang nakita sa isinumiteng 2024 National Expenditure Program (NEP) ng Malacañang, sinabi ni Angara na magkakaroon ng maraming “reductions” sa badyet ng ilang ahensiya, departamento at tanggapan dahil tinanggal ang non-recurring expenses.
“This is primarily because of non-recurring expenses. These include infrastructure projects that are already implemented in the current year so the amounts for these are removed for next year’s budget proposals,” ayon kay Angara.
“But these budgets usually go up by the time we have gone through the budget process in the House and Senate,” dagdag ng senador.
Sa ilalim ng 2023 GAA, umabot sa kabuuang halagang P7 bilyon ang inilaan sa mga ospital na pinatatakbo ng Department of Health, kabilang ang Lung Center of the Philippines, National Kidney and Transplant Institute, Philippine Children’s Medical Center, Philippine Heart Center at Philippine Institute of Traditional and Alternative Health Care.
Tumaas ito ng P1.1 bilyon mula sa P5.8 bilyong natanggap nitong 2022 at dinagdagan ng P2 bilyon mula sa P4.9 billion panukala ng Executive branch sa 2023 NEP.
Itinaas din ang pondo para sa Medical Assistance for Indigent Patients (MAIP), na palaging dinadagdagan ng Kongreso, ayon kay Angara.
Sa 2024 NEP, nakatakda ang halagang P22.3 bilyon sa MAIP na nabawasan mula sa dating P32.6 billion sa ilalim ng 2023 GAA.
Binanggit ni Angara na umabot lamang sa P2.39 bilyon ang nailaan sa MAIP nitont 2023 NEP, ngunit sa pakiusap ng ilang miyembro ng Kongreso, umabot sa P32.6 bilyon ang final amount na naturang programa.
“The increases in the budgets of the specialty hospitals, the MAIP and the health sector in general would benefit millions of Filipinos, especially the poor, for their medical and health care requirements. The budget for MAIP has increased annually from P9.4 billion in 2019 to P10.5 billion in 2020, P17 billion in 2021, P21.4 billion in 2022, and P32.6 billion in 2023. We expect a similar increase in the program in the final version of the 2024 budget,” ayon kay Angara.
Sa kaso ng edukasyon, sinabi ni Angara na itinaas sa NEP na inaasahan partikular ang badyet ng state universities and colleges, kabilang ang University of the Philippines system.
“For three straight years we have seen increases in the budgets of the SUCs. From P73.7 billion in 2020, this went up to P85.9 billion in 2021, P104.17 billion in 2022 and P107 billion in 2023. Similar to the health sector, we also expect increases in the budgets of the SUCs and UP once Congress is done deliberating on the 2024 NEP,” ayon kay Angara.
