DBM sa LGUs: Budget gamitin nang tama

MANILA, Philippines – NANAWAGAN si Budget Secretary Amenah Pangandaman sa local government units (LGUs) na tiyakin ang ‘full utilization’ ng kani-kanilang budget allocations.

Sa idinaos na 5th leg ng Public Financial Management Competency Program (PFMCP) sa Mandaue City, Cebu, binigyang diin ni Pangandaman ang mahalagang papel ng LGUs na gawing mas “responsive and people-centered” ang PFM system.

“This PFM Competency Program will help you create and execute the necessary programs, activities, and projects that will make your respective LGUs thrive because ultimately, that is the wisdom of the Mandanas-Garcia Supreme Court Ruling: to empower our LGUs to serve the people in your localities faster and better,” anito.

“And so we hope that this program will assist you in fully utilizing your respective National Tax Allotment, among other budget allocations. We want to ensure better and strategic planning as we strive to improve our processes for budget preparation and budget execution,” aniya pa rin.

Layon ng PFMCP na magbigay ng plataporma para sa local civil servants para paghusayin ang kanilang kakayahan at talakayin ang “best practices” pagdating sa “budgeting, planning, managing finances and procurement.”

Dahil sa 5th leg ng programa, nagkaroon ng kakayahan ang

600 local PFM practitioners at budget officers mula sa iba’t ibang LGUs sa Central Visayas mula Pebrero 19 hanggang 21.

Hinikayat naman ni Pangandaman ang mga PFM practitioners na i-promote ang “good governance, financial accountability at epektibong resource management sa kani-kanilang lokalidad.

Aniya pa, tinatayang P1.004 trillion ng P5.768 trillion national budget para sa 2024 ang nakalaan sa LGUs, P182.34 billion ang nakalaan para sa Visayas, P61.58 billion para sa development ng Central Visayas, at P31.58 billion para sa Cebu lamang.

Sinabi pa ni Pangandaman na sinusuportahan din ng DBM ang 65 infrastructure flagship projects sa Visayas, na mayroong halaga na

P1.7 trillion, para palakasin ang paglago sa iba’t ibang larangan sa sektor ng turismo.

“So, I hope that all these will be fully utilized para makita po natin ang kagandahan ng Bagong Pilipinas dito sa Visayas,” dagdag na pahayag nito.

Itinutulak din ani Pangandaman ng departamento ang “new and improved government procurement processes”, sabay sabing nakapagtatag na ito ng electronic market place para sa “more efficient and faster procurement.”

Sinabi pa rin ng Kalihim na sa pamamagitan ng full adoption ng Integrated Financial Management Information System, ang PFM processes ay id-digitalized , ang Budget and Treasury Management System ay magsisilbi bilang centralized database para sa lahat ng government financial operations.

“I cannot emphasize enough the crucial role of PFM practitioners in bridging the needs of our fellow Filipinos and the government’s responses, especially in crafting a truly inclusive and people-centered budget,” ayon kay Pangandaman.

“And this is what the Bagong Pilipinas (New Philippines) is all about —shaping a government that is truly responsive to the needs of the people; one that is visionary and accountable to its constituents; and one that fulfills its promise of prosperity to everyone.
