MANILA, Philippines- Umaasa ang Canadian government na maisasapinal na at matitintahan ang defense cooperation deal sa Pilipinas sa Hunyo.
Sinabi ng isang senior embassy official na ang memorandum of understanding (MOU) ang magsisilbing framework o balangkas para ma- mprove ang defense relations na natigil dahil sa mga disagreements o mga hindi pagkakasundo sa panahon ng nakalipas na administrasyon.
“We have not had a deep defense relationship and opportunities to build that relationship were interrupted by disagreements between the two countries on issues like human rights, etc,” ayon sa nasabing opisyal.
“We have a new opportunity so we are negotiating that—both sides see an enormous potential and value,” dagdag na wika nito.
Ang Canada, ayon sa opisyal ay naghahanap ng oportunidad para itaas ang kanilang partisipasyon sa pagsasanay sa kawalan ng Visiting Forces Agreement o a Status of Visiting Forces Agreement kahalintulad ng mayroon ang Pilipinas sa Estados Unidos o Australia.
Sa oras na maisapinal na, sakop ng MOU ang pinalawak na security partnerships, posibleng military exercises at “training at capacity building” at iba pa.
Sinabi pa rin ng opisyal na interesado ang Armed Forces of the Philippines (AFP) sa lawak ng iba’t ibang pagsasanay.
Handa aniya ang Canada na suriin ito alunsunod sa Indo-Pacific Strategy (IPS), nagbibigay importansiya sa Pilipinas bilang “vital partner” ng rehiyon.
“We’re prepared to evaluate and look at that. And we were allocating resources to be able to do more in this part of the world,” anito.
Maliban sa depensa, tinitingnan din ng Canada na lalo pang mapahusay ang maritime cooperation sa bansa.
Kamakailan lamang ay ipinanukala ng Pilipinas ang maritime dialogue, na nakikita naman ng opisyal na napapanahon matapos na ilunsad ang IPS noong Nobyembre 2022.
Sinabi nito na ang mekanismo ay pinag-aaralang mabuti at maaaring magiging “wide-ranging” para masakop ang environmental protection, oil spill mitigation, maritime safety at fishery stock management.
Plano rin ng Canada na itaas ang presensiya sa rehiyon sa pamamagitan ng 2.3 billion Canadian dollar IPS, saklaw nito ang mula “peace and security initiatives hanggang palakasin ang ugnayang pang-ekonomiya sa rehiyon.
Sa nasabing briefing, tinuran ng opisyal na Canada na maaari ring makatrabaho ng Canada ang partners nito “to push back against any unilateral actions that threaten status quo in the East and South China Sea” kabilang na ang Taiwan Strait.
Samantala, sinabi pa ng opisyal na “Canada’s approach to China would be “inseparable” from its broader IPS and it would challenge the rising power “when we ought to” and cooperate with them when they must.”
“China is looking to shape the international order into a more permissive environment for interests and values that increasingly depart from ours. And China’s rise as a global actor is reshaping the strategic outlook of every state in the region, including Canada,” ayon pa rin sa opisyal. Kris Jose
