MANILA, Philippines – UPANG palakasin ang enerhiya, fuel efficiency at conservation nagtalaga ang Quezon City government ng Energy Conservation Officers (ECOs) para isulong at maprotektahan ito.
Kaugnay nito naglabas si Mayor Joy Belmonte ng Executive Order No. 15 Series of 2023, na nagtalaga sa Climate Change and Environmental Sustainability Department (CCESD), City Planning and Development Department (CPDD), at City General Services Department (CGSD) bilang mga ECO.
Sa press statement ang hakbang ay bilang pagsunod sa Republic Act 11285 o ang Energy Efficiency and Conservation Act at para suportahan ang layunin ng lokal na pamahalaan na makamit ang Enhanced Local Climate Change Action Plan nito mula 2021 hanggang 2050.
“Aside from RA 11285’s goal of enabling local government units to reduce monthly electricity and fuel consumption by at least 10%, the formation of the ECOs can help us realize our target of lessening greenhouse gas emissions as laid out in Quezon City’s Climate Change Action Plan,” ani Belmonte.
Sinabi ng Alkalde na kabilang sa mga tungkulin at responsibilidad ng mga ECO ay tiyakin ang pagsunod sa RA 11285, pamunuan ang paghahanda, pagpapatupad, pag-update, at pagsubaybay sa Local Energy Efficiency and Conservation Plan (LEECP) ng Lungsod, pag-isyu ng memorandum at mga alituntunin sa enerhiya at fuel efficiency. at konserbasyon, at mag-organisa ng mga pagpupulong, workshop, at seminar tungkol sa pagpapatupad at pagsulong ng pagtitipid ng enerhiya at gasolina.
“The ECOs are also tasked to develop a system for consolidation of required data and implementation to ensure timely preparation and submission of accomplished monthly electricity and fuel consumption reports (MECR and MFCR) and other reportorial documents,” dagdag pa ni Belmonte.
Ipinag-uutos din ng Executive Order ang paglikha ng Energy Efficiency and Conservation Technical Working Group (EE&C TWG) upang tulungan ang mga ECO sa pagganap ng kanilang mga tungkulin at responsibilidad.
“The TWG will also provide the necessary data and information in compliance with the EE&C Act, the EE&C IRR, and all energy efficiency and conservation issuances,” sinabi pa ng alkalde.
Ito ay bubuuin ng CCESD, CPDD, at CGSD bilang pinuno at ng Office of the City Administrator (OCA), Department of the Building Official (DBO), City Architect Department (CAD), City Engineering Department (CED), at Task Force Streetlights bilang mga miyembro. Santi Celario
