MANILA, Philippines – Inihain ang isang panukala sa Kamara ni Davao Rep Paolo Duterte na nagsusulong na mabigyan ng full scholarships ang mga anak o dependents ng mga magsasaka at mangingisda.
Layon ng House Bill 9095 na matulungan ang mga anak ng mga magsasaka at mangingisda na mabigyan ng magandang kinabukasan sa harap narin ng lumabas na report ng Philippine Statistics Office(PSA) na ang mga magsasaka at mangingisda sa Pilipinas ang tinuturing na “poorest in the country”.
“The country’s agricultural industry has suffered the largest employment drop in 2022. The Philippine Statistics Authority (PSA) reports stated that the agricultural sector —agriculture, forestry, fishing, and aquaculture industries — had its share of total employment fall from 24.5 percent (9.7 million) in October 2020 and 24.6 percent (10.77 million) in October 2021 to 22.5 percent (10.60 million) in October 2022,” paliwanag ni Duterte.
Sa House Bill No. 9095 o Educational Scholarship for Children and Dependents of Farmers and Fisherfolks Act of 2023 ay bibigyan ng full scholarship ang mga anak ng mga magsasaka at mangingisda na nakarehistro sa Registry System for Basic Sectors in Agriculture (RSBSA).
Ibig sabihin ng ffull scholarship ay mula sa basic education hanggang tertiary education ay mabigyan ng libreng edukasyon hindi lamang sa public kundi maging sa private school at hindi lilimitahan ang tulong sa tuition fee kundi kasama din maging ang tulong para sa miscellaneous, board and lodging, transportation expenses, allowances para sa libro, clothing at food allowance.
“The agricultural sector must not be left in disarray alone, or else, the shift out of the sector will continue and food security will be endangered. In addition to showing appreciation to the invaluable contribution of the agricultural sector, increasing access to education of the sector’s members will also uplift and motivate agricultural research that is vital in the sector’s quest for development,”giit ni Duterte.
Ipinaliwanag ni Duterte na nakasalalay ang food security ng bansa sa mga mangingisda at magsasaka kaya para mas maraming mahikayat na pumasok sa sektor ng agrikultura ay dapat mayroong malaking tulong o ambang ang gobyerno para sa kanilang\g pamilya.
