House reso sa economic Cha-cha inihain

MANILA, Philippines – Isang resolusyon na naglalaman ng sariling bersyon ng economic constitutional amendments ang inihain ng ilang matataas na lider ng Kamara.

Ang inihaing resolution ay kahalintulad din ng Charter Change proposal na una nang naihain sa Senado.

Ang Resolution of Both Houses (RBH) No. 7 na inihain kahapon sa Kamara ay inakda nina Senior Deputy Speaker at Pampanga 3rd District Rep. Aurelio “Dong” Gonzales Jr., Deputy Speaker at Quezon 2nd District Rep. David “Jay-jay” Suarez at Majority Leader Manuel Jose Dalipe.

Nabatid na ang RBH No 7 ay kahalintulad din ng Resolution of Both Houses No. 6 na inihain sa Senado nina Senate President Juan Miguel Zubiri at Senators Juan Edgardo Angara at Loren Legarda.

Ayon kay Gonzales ang dalawang resolusyon na nakahain sa Kamara at Senado ay parehong may pamagat na “A Resolution of Both Houses of Congress proposing amendments to certain economic provisions of the 1987 Constitution of the Republic of the Philippines, particularly on Articles Xll, XlV and XVl.”

“The suggested principal amendments are the insertion of the phrase, “unless otherwise provided by law,” which would empower Congress to lift or relax present economic restrictions in the nation’s basic law, and the addition of the qualifier “basic” in Article XlV. RBH No. 7 and RBH No. 6 restate the provision of the Constitution that Congress may propose amendments “upon a vote of three-fourths of all its members,” paliwanag ni Gonzales.

Maliban sa 3 nabanggit na kongresista ay kasama rin sa may akda ng RBH No 7 sina Senior Majority Leader Ferdinand Alexander Marcos, Deputy Speakers Kristine Singson-Meehan at Antonio “Tonypet” Albano, Reps. Yedda K. Romualdez, Jude Acidre, Zaldy Co, LRay Villafuerte, Eleandro Jesus Madrona, Johnny Pimentel, Jesus Jurdin Romualdo, Wilfrido Mark Enverge, Jose Aquino ll, Robert Ace Barbers, Brian Raymund Yamsuan, Angelina Natasha Co at iba pa.

Nang hingan ng reaksyon, sinabi nina Gonzales, Suarez at Dalipe na malaki ang pangangailangan na mabago na ang economic provisions sa Saligang batas para sa ikauunlad na din ng bansa at makaya nitong makipagsabayan sa ibang mga mauunlad nang bansa.

“The nation’s economic policy must be reframed under the demands of this increasingly globalized age, while still protecting the general policy of Filipino-first that guides the economic provisions of the Constitution,” giit ni Dalipe.

Sa naganap na press conference ay sinabi ni Gonzales na mismong si Pangulong Bongbong Marcos na ang nagtiyak na tanging economic matters lamang ang gagalawin sa Cha-cha at ito ang syang susundin ng Kongreso. Gail Mendoza
