MANILA, Philippines – NAGPALABAS si Pangulong Ferdinand Marcos Jr. ng executive order (EO) para direktang tugunan ang inflation at palakasin ang inisyatiba para mapabuti ang ekonomiya at kalidad ng buhay ng mga Filipino.
Ang EO No. 28, tinintahan ni Executive Secretary Lucas Bersamin nito lamang Mayo 26, ay nag-aatas na lumikha ng Inter-Agency Committee on Inflation and Market Outlook (IAC-IMO) na magsisilbi bilang advisory body sa Economic Development Group (EDG) sa mga hakbang na magpapanatili sa inflation, partikular na sa pagkain at enerhiya sa loob ng inflation targets ng pamahalaan.
“In view of the increasing prices of key commodities, particularly food and energy resources, the creation of an advisory body to the EDC, tasked to directly address inflation, will strengthen the EDC and reinforce existing government initiatives aimed to improve the economy and the quality of life of the Filipino people,” ang nakasaad sa EO.
Dahil sa EO, muling aayusin at bibigyang pangalan ang Economic Development Cluster (EDC) bilang Economic Development Group (EDG) dahil sa “there is a need to reorganize the EDC to ensure that the integration of programs, activities, and priorities toward sustained economic growth remains efficient and effective.”
SA kabilang dako, uupo bilang chairman ng IAC-IMO ang Kalihim ng National Economic and Development Authority (NEDA) habang ang Kalihim naman ng Department of Finance (DoF) ang co-chair. Ang Kalihim naman ng Department of Budget and Management (DBM) ang aakto bilang vice-chair ng IAC-IMO.
Ang mga Kalihim naman ng Department of Agriculture (DA), Department of Energy (DOE), Department of Science and Technology (DOST), Department of Trade and Industry (DTI)
at Department of the Interior and Local Government (DILG) ang magsisilbi namang mga miyembro ng IAC-IMO.
Magiging trabaho naman ng advisory body ang mahigpit na i-monitor ang “main drivers” ng inflation partikular na ang pagkain at enerhiya, at ang tinatawag na “proximate sources and causes.”
Susuriin ding mabuti ng advisory body ang supply-demand situation para sa mga mahahalagang food commodities sa panahon ng pagtatanim, payagan ang periodic updating bilang bagong impormasyon na maging available.
Idagdag pa rito, susuriin din ng IAC-IMO ang posibleng epekto ng “natural at man-made shocks” sa suplay ng mahahalagang food commodities at regular na imo-monitor ang data na kailangan para suriin ang food prices at supply and demand.
Inatasan din ang IAC-EMO na “to facilitate regular and efficient data sharing among concerned agencies to effect timely supply and demand situation analysis; monitor global, regional, and domestic developments and issues that may affect prices: and provide timely recommendations to the EDG and relevant agencies on measures to curb price spikes and promote food security based on ex-ante supply and demand analysis.”
Sa ilalim ng EO, kailangan na magsumite ang IAC-IMO ng report sa EDG ng “food at energy supply at demand situation ng bansa at pananaw kada kwarter o kung hinihingi ng pagkakataon.
Kabilang sa magiging report ay ang rekumendasyon ukol sa short, medium, at long-term measures para i-manage ang inflation.
Samantala, magbabalangkas din ang IAC-IMO at magpapanatili ng dashboard na naglalaman ng mahahalagang impormasyon hingil sa presyo at supply at demand para sa food at energy commodities. Kris Jose
