MANILA, Philippines- Ipinalabas na ng National Economic and Development Authority (NEDA) ang Implementing Rules and Regulations (IRR) ng Republic Act No. 11927 o Philippine Digital Workforce Competitiveness Act.
Mandato ng batas na magkonsepto o bumuo at i-promote ang polisiya na makapagpapalakas sa “competitiveness” ng digital workforce.
Inaprubahan ang IRR ng siyam na miyembro ng Inter-Agency Council (IAC) for the Development and Competitiveness of the Philippine Digital Workforce.
Nakabalangkas dito ang pagtatatag ng IAC, kung saan ang NEDA ang tatayong chairman at binubuo ito ng walong iba pang ahensya ng pamahalaan.
Magsisilbi ang council na “primary planning, coordinating, at implementing body” sa “pagpo-promote, pag-develop at pagpapalakas sa competitiveness ng Philippine digital workforce.”
Sa kabilang dako, inatasan naman ang Department of Labor and Employment na magsilbi bilang secretariat ng IAC.
“The strategic and thorough execution of the Philippine Digital Workforce Competitiveness Act will be vital for equipping the workforce with digital technologies and skills and fostering a dynamic innovation ecosystem in the country,” ayon kay NEDA Secretary Arsenio M. Balisacan.
Inatasan din ng bagong batas ang IAC na bumalangkas ng
National Roadmap on Digital Technology and Digital Skills, na magsisilbing basehan para sa implementing programs na naglalayong “i-upskill, re-skill, at sanayin ang digital workforce” sa bansa.
Samantala, may mandato rin ang IAC na magtalaga ng sentralisadong online portal para i-harmonize ang umiiral na portals ng member agencies na naglalaman ng impormasyon sa pagsasanay at skills development programs, sertipikasyon, at scholarship programs.
“These programs will address the gaps identified in digital technology and digital skills mapping, ensuring that all Filipinos have access to and are equipped with the skills and competencies needed to navigate digital content, platforms, digital innovations, entrepreneurship, and technology to meet the ever-evolving demands of the global labor market,” ayon sa NEDA.
