MANILA, Philippines – Babangon sa libingan si dating Pangulong Ferdinand Marcos saka magdedeklara ng martial law dahil sa lumalalang problema sa presyo ng bigas sa kabila ng price ceiling na ideneklara ng Palasyo.
Ganito ang punto ni Senador Imee Marcos, na hindi makapaniwala sa nangyayaring manipulasyon sa presyo ng bigas sa bansa.
“Wag na tayong magtanim ng palay para matigilan na ang pagdurusa ng magsasakang Pilipino — todo import na lang tayo!” ayon sa senador nitong Lunes.
“Babangon at magma-martial law ang tatay ko sa ginagawa nila sa bigas ngayong birthday pa nya!” giit niya.
Ipinalabas ng senadora ang pahayag hinggil sa panukala ng Department of Finance (DOF) na alisin o bawasan ang 35 percent import tariff rates sa inaangkat na bigas upang tugunan ang lumolobong presyo.
Isinulong ng DOF ang panukala kahit nagpalabas ng Executive Order No. 39 ang Palasyo na nagtatakda ng price cap sa presyo ng bigas.
Pero, makikita sa lokal na pamilihan na hindi sinusunod ng local trader sa palengke at pamilihan ang price cap dahil mataas ang puhunan kaysa sa itinakdang presyo.
“What sinister forces are at work in the rice industry?” tanong ni Imee. “First, there was no apparent shortage, but suddenly, the price of rice skyrockets.”
“Then, to bring price under control, EO 39 was pushed supposedly even without the economic team’s “knowledge much less assent,” giit pa niya.
“Traders, retailers and the entire marketplace [are] in disarray as warehouses, illegal or not, are raided willy-nilly. So of course, we now have to lower or remove the import tariff entirely!” patuloy ng senadora.
“Haven’t we heard this story too many times for us to believe it all again?” tanong nya ulit.
Samantala, naniwala naman si Senate Minority Leader Aquilino “Koko” Pimentel III na dapat may ilang programa ang isinagawa bago magtakda ng price cap sa bigas.
Aniya, kabilang dito ang panukala ng DOF na tanggalin o ibaba ang rice import tariffs, tugusin ang rice hoarders at price fixers at payagan ang National Food Authority (NFA) na “release into the market the amount of rice needed to stabilize the price of rice.”
“These are just 3 measures which should have been done even before entertaining the idea of a price cap,” ayon kay Pimentel.
“The amount of the ayuda being given away should just have been given to the NFA to replenish their stock with new rice, which they are mandated to buy from local rice farmers,” aniya. Ernie Reyes
