Malakanyang sa UNHR Chief: Ibang bansa may mas draconian anti-terror law kaysa PH

Manila, Philippines – Sinagot ng Malakanyang ang pangamba ni United Nations High Commissioner for Human Rights Michelle Bachelet sa anti-terror bill na hanggang sa ngayon ay nananatiling naghihintay sa pirma ni Pangulong Rodrigo Roa Duterte.

Hinikayat kasi ni Bachelet si Pangulong Duterte na huwag tintahan ang nasabing bill.

Ikinatwiran ni Bachelet na ang panukala ay napipintong kautusan ng pagtaas ng kanilang alalahanin hinggil sa “blurring of important distinctions between criticism, criminality and terrorism.”

Hinikayat nito si Pangulong Duterte na gumawa ng batas na naglalaman ng safeguards o pangangalaga laban sa panga-abuso.

Sa kabilang dako, sinabi ni Presidential spokesperson Harry Roque na ang developed countries ay mayroong “more draconian” laws laban sa terorismo.

Tinukoy ni Sec. Roque ang United States at United Kingdom.

“I think the view of the High Commissioner for Human Rights has to be taken into context of other existing anti-terror legislation and I am sure that the studies would confirm that we are at par with the rest of the developed world and not just with the developing countries,” ayon kay Sec. Roque.

Nauna rito, sinabi ni Sec. Roque na ang Human Security Act, na nagsasaad na “the bill seeks to replace, lacked the teeth that is required given the current face of international terrorism.”

Samantala, sinabi naman ni Justice Secretary Menardo sa Human Rights Council via videoconference na dapat ay mayroong “no moral ambiguity in looking at efforts to strengthen anti-terrorism legislation.”

“[I]t is the state’s duty to address, within the bounds of law, all threats and challenges to the security and safety of our communities. The Terrorism Index has consistently ranked the Philippines among countries most impacted by terrorism.”

Kung hindi naman ibe-veto o lalagdaan ng PanGulo ang batas ay magla-lapse ito ‘into law’ sa Hulyo 9, isang buwan matapos na maipadala ito ss Malakanyang.

Sinertipikahan naman ni Pangulong Duterte bilang urgent bill ang batas, alinsunod ito sa Kongreso na bilisan ang pagpapasa nito noong nakaraang buwan. Kris Jose
