MANILA, Philippines – Hati ang mga mambabatas na ka-alyado ni Pangulong Ferdinand Marcos Jr. sa usapin ng panukalang ban sa Philippine Offshore Gaming Operators (POGOs).
Nanawagan si House human rights panel chairperson at Manila lawmaker Benny Abante sa Philippine Amusement and Gaming Corporation (PAGCOR) na ipagbawal ang operasyon ng mga POGO habang nais naman ni House ways and means panel chairperson at Albay lawmaker Joey Salceda na alisin lamang ng gaming regulator ang mga ‘delinquent POGOs.’
“We should ban this. These are Chinese, and I don’t believe they are ordinary Chinese citizens. It hardly makes sense that they can just come here and awash with money,” ani Abante.
“The question is, who gives them such huge amounts of money? They are now entering politics, they (POGO hubs) are involved in drugs, even torture of individuals. We should not turn a blind eye to these and the government should really do something about it,” dagdag pa ng mambabatas.
Sa kabila nito, sinabi ni Salceda na sa datos ng Pagcor na ipinasa sa kanyang opisina ay makikita ang revenue collections mula sa Offshore Gaming Licensees na umabot ng P5.1 billion sakop ang 87 licensees noong 2023, mas mataas kumpara sa 2022 na datos na P2.99 billion sakop ang 158 licensees.
Ani Salceda, ang 2023 na datos ay nataasan lamang ng 2019 collections, ang unang buong taon na ginawang legal ang mga POGO kung saan nakakolekta ang Pagcor ng nasa P7.96 bilyon ng kita mula sa 298 licensees.
“As far as a supposed ‘phase-out’ is concerned, that’s the kind of phase-out I fully support: You phase out the bad and mediocre licensees,” ani Salceda.
“You don’t phase the whole industry out. You enforce the law,” pagpapatuloy ng mambabatas.
Aniya, bagamat umabot sa 200,000 ang mga Chinese workers sa POGO industry, tanging 8,500 lamang ang direct Chinese hires.
Nasa 25,000 Filipino rin umano ang nagtatrabaho sa POGO industry.
“PAGCOR has been enforcing rules on POGOs better, and they are turning the sector into an industry that creates more jobs for Filipinos and no longer relies exclusively on Chinese demand or labor,” ani Salceda.
Inaprubahan na sa committee level ng Kamara noong Pebrero ang panukala na nagbabawal sa POGO.
Nitong Martes, muling inihain ang panukalang ban sa mga POGO kasunod ng pagkakadiskubre ng malaking POGO hub sa Porac, Pampanga. Kamakailan ay nilusob din ang POGO hub sa Bamban, Tarlac. RNT/JGC
