MANILA, Philippines- Tutulong ang Department of Trade and Industry (DTI) na turuan ang overseas Filipino workers (OFWs) na magtayo ng sarili nilang negosyo sa gitna ng agresibong pagtutulak ng Department of Migrant Workers (DMW) para sa Filipino workers sa ibang bansa na magkaroon ng stable income sa bansa at kalaunan ay tuldukan na ang paulit-ulit na pagtatrabaho abroad.
Ang business training at mentorship program sa pagitan ng DMW at DTI ay isa sa walong kasunduan na nilagdaan sa idinaos na pagdiriwang na ika-28 National Migrant Workers Day, araw ng Miyerkules, Hunyo 7 sa Lungsod ng Mandaluyong.

Base sa kasunduan na tinintahan nina DMW Secretary Susan Ople at Trade and Industry Secretary Alfredo Pascual, tutulungan ng DTI ang mga OFWs sa business registration process at isama ang mga OFWs at pamilya nito sa business training at development programs ng DTI.
Magdaraos din ang DTI ng financial literacy training courses para sa OFWs sa pakikipagtulungan sa DMW offices worldwide at OWWA regional offices para sa pamilya ng mga OFW sa buong bansa.
Kasama rin ang mga OFW products at services sa DTI trade fairs at ang mga kompanya, produkto at serbisyo ng mga OFWs ay iuugnay sa malalaking kompanya at ahensiya ng pamahalaan para i-improve ang market access at promosyon.

“The DTI will also issue a certificate to OFWs or members of their families who successfully registered their business and underwent entrepreneurship training, as an endorsement to any livelihood or financial assistance to be granted by the DMW to OFW beneficiaries,” ayon kay Ople.
Sa kabilang dako, ang DMW ay inatasan na “to identify, evaluate, and submit a list of potential beneficiaries and applicants to existing DTI programs and services.”
Isang Joint Technical Working Group naman ang nilikha para i-monitor ang implementasyon ng DMW-DTI agreement habang patuloy na pinalalakas ang implementasyon at tinatrabaho ang pagpapalawak sa pamamagitan ng Migrant Workers Offices (MWOs) sa buong mundo at sa pakikipagtulungan sa iba’t ibang lokal na pamahalaan.
“Our OFWs contribute to our economy through their dollar remittances but at some point in their lives, they would also need to come home and create sustainable sources of income through entrepreneurship, sound investments or by landing a better job here at home,” ayon kay Ople.
“Through DTI, our OFW-entrepreneurs and/or their families would be able to access business training and mentorship programs that would enable them to stay together while also providing jobs to others,” dagdag na wika nito.
Maliban sa DTI, pumirma rin ang DMW ng isang kasunduan sa Cooperative Development Authority (CDA), isang national government agency na naglalayong i-promote ang “sustained growth of cooperatives” sa Pilipinas.
Hihikayatin naman ang mga OFWs na magpartisipa at sumali sa kooperatiba upang makakuha ng mas maraming oportunidad para sa kabuhayan at magiging kita.
Pumasok din ang DMW sa bagong kasunduan na naglalayong palakasin ang umiiral na relasyon sa civil society organizations na kilala sa kanilang pagpo-promote sa kapakanan ng OFWs gaya ng Wimler Foundation Hong Kong Ltd., nagsasagawa ng “mentoring at counselling services” para sa mga OFWs, at OFW-tailored pre-migration orientation seminars na nilikha ng Atikha Overseas Workers and Communities Initiatives (ATIKHA).
Pumasok din ito sa partnerships sa tatlong private sector organizations, gaya ng F.R. Sevilla Industrial and Development Corporation para sa skills training at employment ng construction workers, at financial literacy at connectivity collaboration kasama ang Western Union at PLDT Global.
Ang partnership naman ng DMW sa Ateneo de Manila University (ADMU) ay nagbukas ng oportunidad para sa mga OFWs at sa kanilang pamilya na turuan at sanayin sa “leadership, social entrepreneurship, innovation, at financial literacy” sa pamamagitan ng isa sa “top universities” ng bansa.
Winika ni Ople na ang kasunduan sa DTI at pitong iba pang major reintegration partners ay alinsunod sa naging direktiba ng Pangulo na tumulong sa pag-transform ng isang OFW’s journey sa isang “inspirational stories for all time.”
“We want them to come back with excitement in their hearts on what the future holds for them and their families, through meaningful partnerships across the government bureaucracy and with NGOs and private companies serving as their mentors and cheerleaders,” ayon kay Ople.
