P20B pondo laan sa integrated flood resilience project

MANILA, Philippines – Naglaan ang pamahalaan ng nasa P20 bilyon pondo para sa unang bahagi ng Integrated Flood Resilience and Adaptation Project sa tatlong malalaking ilog sa bansa.

Ayon kay Dolores Hipolito, Project Manager III ng Unified Project Management Office Flood Control Management cluster ng Department of Public Works and Highways (DPWH), layon ng multi-bilyong piso na proyekto ay pababain ang pinsala dulot ng mga pagbaha, banta sa pagbaha at pagbutihin ang climate resilience sa Abra, Ranao (Agus), at Tagum-Libuganon.

“So unlike in the past, the focus of the DPWH is to provide structural measures or to construct these infrastructures. Here, we are looking at flood risk management. So this project includes three components: one component is the infrastructure of course; the other is to enhance the flood risk management of our government agencies and the local government units (LGUs); and the third is that we have a partnership with the local government units and with the Department of Interior and Local Government (DILG) for community-based flood risk measures,” paliwanag ni Hipolito sa isang news forum nitong Sabado, Pebrero 4.

Binubuo ito ng konstruksyon sa flood protection infrastructures, pagpapabuti sa strategic flood risk management (FRM) planning, at pagpapalakas sa community-based FRM measures.

“So here, in these three river basins, we are aiming to protect agricultural lands aside from the community. So we will build various infrastructures from dikes, from revetments to some diversion channels. Let’s also improve the existing structures and upgrade or rehabilitate them because there are already many built in the river basins and we just need to put some strengthening measures to do it,” aniya.

“Also, aside from that, we also have some bridges that will be constructed along with the project because ‘when we put in those new infrastructures, the bridges have to be upgraded as well,” dagdag pa ng opisyal.

Itatayo naman ang flood protection infrastructures at community based FRM measures sa mga sumusunod na lugar:

– Abra River Basin – sa mga munisipalidad ng Bantay at Santa sa Ilocos Sur (Region I) at mga munisipalidad ng Bangued, Bucay, La Paz, Lagangilang, Langiden, Manabo, Pidigan, Sallapadan, San Juan, San Quintin at Tayum sa Abra (Cordillera Administrative Region or CAR);

– Ranao (Agus) River Basin – sa mga munisipalidad ng Baloi, Lanao del Norte (Region X) at munisipalidad ng Poona Bayabao, Bubong, Tamparan, Taraka, Ditsaan-Ramain, Mulondo, Masiu at Lumba-Bayabao sa Lanao del Sur (BARM);

– Tagum-Libuganon River Basin – Tagum City, at munisipalidad ng
Carmen, Davao Del Norte (Region XI).

Planong ring ilagay ang X-Band radars upang mamonitor ang dami ng ulan at magsilbing early flood warning sa mga sumusunod na lugar:

– Abra River Basin – sa munisipalidad ng Dolores, Abra (CAR); at Ranao (Agus) River Basin – Marawi City, Lanao del Sur (Bangsamoro Autonomous Region in Muslim Mindanao).
