P216B flood control funds ng DPWH, kinwestiyon: mas malaki pa sa DA, DND budget

MANILA, Philippines – Kinuwestiyon ng Senado ang economic team ng Marcos administration nitong Miyerkules, Agosto 16, kung bakit mas mataas ang pondong inilaan sa flood control projects ng Department of Public Works and Highways (DPWH) kaysa sa badyet ngDepartment of Agriculture at Department of National Defense (DND) sa 2024.

Sa ginanap na briefing ng Development Budget Coordination Committee (DBCC), kinuwestiyon ni Senator Francis “Chiz” Escudero kung bakit nabigyan ng P215.642 billion ang flood control projects sa National Expenditure Program (NEP) sa 2024.

“The allocation is lodged under the Department of Public Works and Highways (DPWH) proposed budget of P821.106 billion for the coming year,” ayon kay Escudero.

Mas mataas ito sa P197.84-billion allocation sa buong agriculture sector at agrarian reform, kabilang ang P105.910 billion sa Department of Agriculture (DA); P153.461 billion para sa railway programs; at P229.934 billion para sa Department of National Defense.

“On the macro, on the whole as DBCC, why did you allow one item in the budget of DPWH to be bigger than the Department of Agriculture, not only the Department of Agriculture, the entire agriculture sector for that matter…?” ayon kay Escudero.

“The fifth-biggest allocation, not even a department, is flood control. May I ask why that cap was given by the DBM and or the DBCC? If indeed we put a premium on agriculture and our country is an agricultural economy and the President is still the DA secretary, why is it bigger?” aniya.

Pangunahing tungkulin ng DBCC na rebyuhin at aprubahan ang macroeconomic targets, revenue projections, borrowing level, aggregate budget level, at expenditure priorities ng bansa.

Inirerekomenda din nito sa Gabinete at Pangulo ang consolidated public sector financial position, at government fiscal program.

Kabilang sa naturang inte-agency panel ang Department of Budget and Management (DBM), Department of Finance (DOF) National Economic and Development Authority (NEDA), Bangko Sentral ng Pilipinas (BSP), at Office of the President (OP) sa oversight.

Isinumite ng DBM ang P5.768-trillion NEP sa 2024 saHouse of Representatives nitong unang bahagi ng Agosto base sa fiscal position ng bansa.

Bilang tugon sa katanungan ni Escudero, nilinaw ni Budget Secretary Amenah Pangandaman na hindi nagbibigay ng hangganan ang DBM sa alokasyon dahil may internal formula ang DPWH sa pagbibigay ng cap sa bawaat major project at programa.

“I guess all of the projects of the national government as mentioned are equally important, it’s just that we have limited fiscal space and on flood control, I guess it’s but timely to have that big amount of budget now with what’s happening,” aniya.

Binanggit din ni Pangandaman na mas mataas sa susunod na taon ang alokasyon sa agriculture sector kumpara sa 2023, na nakapagtala ng 30% increase sa 2022.

Ikinatuwiran naman ni NEDA Secretary Arsenio Balisacan na kailangan aprubahan ng NEDA board ang lahat ng big-ticket projects pero sinabi ni Escudero na kumakatawan lamang ito sa kakarampot na sapi ng flood control projects.

“There’s probably no blanket statement approval on that… We may be able to justify it in certain areas, some flood control projects may be inferior in some areas compared to other needs in those areas,” ayon kay Balisacan. Ernie Reyes
