MANILA, Philippines – Inaprubahan ng Senado nitong Martes, Nobyembre 21 ang P934 milyong proposed badyet ng Commission on Human Rights, matapos na ma-postpone ang deliberasyon nito dahil sa pananaw nito ukol sa aborsyon.
Matatandaan na sa plenary debates noong Nobyembre 14, itinigil ng Senado ang deliberasyon matapos na itanong ng mga senador sa komisyon ang kanilang “clear stand” sa aborsyon, na inilabas ng CHR tatlong araw makalipas nito.
Sinabi ni Sen. Jinggoy Estrada, budget sponsor ng CHR, na sinasabi sa bahagi ng statement ng komisyon na, “The 1987 Constitution likewise provides for the full protection for the life of the mother and the unborn child.”
“It (CHR) is still against abortion, but only advocates for amendment for the law to provide, for extreme instances, medical termination for example for ectopic pregnancy, threatened abortion, and other diseases like cervical cancer and cancer of the uterus. All of that will endanger the life of the mother,” dagdag pa sa pahayag.
Samantala, nagpahayag naman ng pagkadismaya si Senate Majority Leader Joel Villanueva, kaugnay sa video na kumalat online noong Hunyo na nagpapakita na isang opisyal ng CHR ang lantarang hinahamon siya para ipasa ang SOGIE bill na naglalayong magparusa sa anumang uri ng diskriminasyon kaugnay sa sexual orientation.
“Unfortunately, hindi n’yo pa po pala nabasa, pepetitionin nyo na itong representation. Hindi n’yo po ba bina-violate ang karapatan ng representasyon na ito?” sinabi ni Villanueva patungkol kay CHR chairperson Atty. Richard Paat Palpal-latoc.
“Hindi niyo ba pwedeng madinig muna yung aking adhikain at panukalang batas na aking inihanin sa Senado bago po kayo magdesisyon na pepetisyunin nyo ko? Bago kayo magdesisyon na tatayo kayo sa entablado, yurakan ang aking pagkatao?” pagpapatuloy ng senador.
Nauna nang sinabi ni Villanueva na ang SOGIE bill ay hindi prayoridad ng Senado at nais niya umano ang “more holistic and inclusive” anti-discrimination measure.
Tumagal ang budget hearing ng halos dalawang oras, at nagtapos sa paghingi ng tawad ni Palpal-latoc sa naturang insidente.
“We regret what the Senate felt about what happened about the petition, especially Senator Joel Villanueva. The CHR commits in improving its processes,” ani Palpal-latoc.
“We are fully committed to work with the entire Senate in refining the SOGIE equality bill and we equally support the comprehensive anti-discrimination bill,” dagdag pa niya.
Maliban sa approved budget ng CHR, inaprubahan din ng Senado sa deliberasyon ang proposed P38.8-million budget para sa Human Rights Violations Victims’ Memorial Commission. RNT/JGC
