MANILA, Philippines – Lubhang makakaapekto umano sa paglaban kontra sa mga banta sa cybersecurity ang pag-aalis sa confidential funds ng Department of Information and Communications Technology para sa susunod na taon.
Ito ay kasunod ng realignment ng Kamara sa P1.23 bilyong halaga ng confidential funds mula sa limang ahensya, ang DICT, Office of the Vice President (OVP), Department of Education (DepEd), Department of Agriculture (DA), at Department of Foreign Affairs (DFA).
Dahil dito, nawala ang P300 milyong confidential fund allocation ng DICT sa ilalim ng proposed amendments ng Kamara sa 2024 budget.
“Our confidential funds to launch investigations, intelligence gathering, and threat analysis had been reduced to zero. It will really cut our capability of addressing all these cyber crimes and cyber threats,” pahayag ni DICT Secretary Ivan John Uy sa panayam ng CNN Philippines nitong Miyerkules, Oktubre 11.
Sinabi ni Uy na kailangan ng confidential funds ng DICT para magsagawa ng intelligence gathering at imbestigasyon para matugunan ang mandato nitong supilin ang mga scammer.
Kasunod ng aksyong alisin ang confidential fund allocation sa DICT, sinabi rin ni Uy na ang hinaharap ng cybersecurity ng bansa ay nakasalalay na sa kamay ng mga mambabatas.
“We plan to appeal to the entire Congress to please consider that today, the threat is real. It’s not a potential threat. The warfare is not just physical, in fact, most of the warfare are now done online. Cyberwar is a reality. It’s increasing in sophistication, and it’s increasing in scale. The threats to our infrastructure [are] serious,” anang opisyal.
Nitong Martes, sinabi ni House Committee on Appropriations senior vice chairperson Stella Quimbo na ang proposed confidential funds ng DICT at iba pang ahensya ay inilagay sa kanilang maintenance and other operating expenses (MOOE).
Dahil dito, P25 milyon ang nailipat para sa MOOE ng DICT.
“That’s just enough to pay for salaries,” sinabi ni Uy.
Samantala, sinabi pa niya na kailangan ng P600 milyon ng ahensya para magbayad sa renewal ng kanilang cybersecurity and firewall system subscriptions para sa susunod na taon, upgrade ng mga kagamitan, at patuloy na training sa cybersecurity professionals.
“Some of our subscriptions actually need to be renewed. Meron tayong mga mage-expire na cybersecurity at mga firewall systems,” ayon kay Uy.
Ipinunto niya na hindi naglaan ang Kongreso ng anumang pondo para sa renewal ng cybersecurity subscriptions ng DICT.
“If we don’t get the budget, we’ll end up like PhilHealth. Expired ‘yun, maha-hack tayo. At ngayon, magkaka-imbestigasyon na naman kung bakit na-hack tayo,” dagdag pa niya. RNT/JGC
