PAGCOR nais ng P1B refund sa ex-POGO auditor sa contract termination

MANILA, Philippines – Nais ng State-run Philippine Amusement and Gaming Corporation (PAGCOR) ang P1 bilyong refund mula sa Global ComRCI, ang dating third-party auditor na kinuha ng PAGCOR para i-audit ang Philippine Offshore Gaming Operators (POGO) sa ilalim ng P5.8-billion contract.

Ito ang sinabi ni PAGCOR chairman Alejandro Tengco sa ikalawang araw ng deliberasyon ng House appropriations panel sa proposed P5.768 trilyon na badyet para sa 2024.

Kasunod ito ng pagkansela ng auditing contract ng PAGCOR sa Global ComRCI dahil sa maanomalyang bank certificate.

“Under Republic Act 9184, any form of fraud or fraudulent document in your bid deems the proposal null and void. We are coordinating with the Office of the Solicitor General para po mahabol iyong pribadong kumpanya. Dapat ibalik iyong P1 billion na nakolekta nila from PAGCOR because from Day 1, their contract is null and void,” ani Tengco.

Sinabi pa ni Tengco, dahil sa pagtapos ng kontrata, nakakuha naman ng pag-apruba ang PAGCOR sa Department of Justice para isagawa ng Commission on Audit ang pag-audit sa POGO o overseas gaming licensees.

“Under our laws, POGO licensees cannot operate without an independent auditor. We wrote a letter to the Department of Justice to ask if we can tap COA as auditor for our overseas gaming licensees, and the DOJ said such is allowed,” aniya.

“Now, it is COA handling the auditing for overseas gaming licensees, and this decision has enabled the government to save at least P5.8 billion,” dagdag pa ni Tengco.

Matatandaang pinuna ni Senador Sherwin Gatchalian ang kontrata ng PAGCOR sa Global ComRCI.

Ani Tengco, a kabila ng paulit-ulit na pagpapadala ng mensahe ng PAGCOR sa Global ComRCI upang ipaliwanag ang naturang bank certificate, sinabi lamang ng firm na mayroon itong required capital na US$25 million nang panahong magpasa ito ng bid para maging auditor ng PAGCOR sa mga POGO.

“Their explanation just ended there. And that is why after a month, we were already advised by our legal team that we already have a right to cancel their contract,” ipinunto niya.

Pinuri naman ni Ako Bicol party-list Representative at House appropriations panel chairperson Elizaldy Co ang hakbang ng PAGCOR laban sa fraudulent practices, at magamit pa ang kontribusyon sa public funds kasabay ng pagsisiguro ng responsableng paglalaro.

“These funds, derived from various gambling and gaming activities, have supported critical sectors including education, healthcare, infrastructure development, and public safety, including the Universal Health Care law. A well-structured regulatory framework not only safeguards public interests but also fosters a positive industry image that attracts responsible gamblers and investors,” ani Co sa kaparehong deliberasyon.

“It’s important to acknowledge that effective regulation is a cornerstone of maximizing the positive impact of gambling and gaming on government revenues. Governments must implement comprehensive regulatory frameworks that ensure fair play, responsible gambling, and the prevention of criminal activities like money laundering,” dagdag niya. RNT/JGC
