Pagkakaloob ng amnestiya mahalagang bahagi ng peace process – Galvez

MANILA, Phiilippines- Importanteng bahagi ng komprehensibong prosesong pangkapayapaan ang pagkakaloob ng amnestiya sa mga dating rebelde.

Sinabi ito ni Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) Secretary Carlito Galvez Jr. sa isinagawang joint meeting ng House Committee on Justice at Committee on National Defense and Security bago pa aprubahan ng mga ito ang House Concurrent Resolutions 19, 20, 21, at 22,  sumasang-ayon sa Presidential Proclamations na nagkakaloob ng amnestiya sa mga dating miyembro ng apat na rebeldeng grupo kabilaang na ang rebeldeng komunista.

“The granting of amnesty is an integral part of the comprehensive peace process. It is a path towards normalization that would allow these former rebels not only to fully reintegrate themselves into mainstream society as peaceful, productive, and law-abiding citizens but more importantly, enable them to rebuild their lives and ensure a better future for themselves and their families,” ayon kay Galvez.

“Moreover, through the government’s amnesty program, which is among confidence-building measures under the (NTF-ELCAC) Local Peace Engagement Framework and the Normalization Program under the Comprehensive Agreement on the Bangsamoro (CAB), we want to demonstrate to these former rebels that they have made the right decision in laying down their arms and returning to the folds of the law,” dagdag na wika nito.

“We want to show them that good things come to those who choose to walk the path of peace,” aniya pa rin.

Ani Galvez, ang pagkakaloob ng amnestiya sa mga dating rebelde ay “to fully reintegrate themselves into mainstream society as peaceful, productive and law-abiding citizens, but more importantly, enable them to rebuild their lives and ensure a better future for themselves and their families.”

Nauna rito, naghain si Speaker Martin Romualdez at ilang House leaders ng House concurrent resolutions matapos ipalabas ni Pangulong Ferdinand Marcos Jr. ang Proclamation Nos. 403, 404, 405, at 406 nagbibigay ng amnestiya sa mga dating miyembro ng RPMP/RPA/ABB, CPP-NPA-NDF, Moro Islamic Liberation Front, at Moro National Liberation Front.

Nakasaad sa Section 19, Article Seven ng Konstitusyon “that the President has the power to grant amnesty with the concurrence of a majority of all members of Congress.”

“Having been granted amnesty during the administration of former President Fidel V. Ramos, we have realized that armed struggle shall not, in any way, address the challenges confronting our nation,” ayon kay Galvez.

“It is only by being part of the solution, and that is by being an advocate of peace, that has allowed us to help bring positive and meaningful change to our country,” dagdag na pahayag ni Galvez. Kris Jose
