MANILA, Philippines – Tuwiran nang inihain sa Malaking Kapulungan ng Kongreso ang panukalang batas na magpapahaba sa termino ng mga opisyal ng barangay at ng Sangguniang Kabataan ng hanggang limang taon.
Sa pamamagitan ng House Bill 7123 ay inihain ni Cagayan de Oro Rep. Rufus Rodriguez ang panukala upang mula sa kasalukuyang tatlong taong termino o pamamalagi sa posisyon ng mga opisyal ng barangay at Sangguniang Kabataan (SK) ay gawin itong limang taon.
Inaamyendahan sa House Bill No. 7123 ang Section 43 ng Local Government Code kung saan nananatili ang tatlong taong termino sa mga barangay at SK officials sa three consecutive limit nito.
Kung ganap na magiging batas ay magiging epektibo ito sa unang paparating na barangay at SK elections.
Naniniwala si Rodriguez na ang tatlong taon ay “too short a time for the unity and stability in barangay leadership and affairs.”
“It is not enough to ensure that the programs of the barangay are carried out properly, especially considering the fact that it cannot be denied that the last year of the term is basically used for campaigning,” dagdag pa ng mambabatas.
Sa pamamagitan aniya ng karagdagang dalawang taon sa umiiral na tatlong taon ay masisiguro ang “more stability in the barangay level and ensure that the programs initiated by the current leaders would come to fruition.”
Dagdag pa Rodriguez, chairperson ng House committee on constitutional amendments na ang hindi madalas na eleksyon ay kabawasan din sa alitan o pagkakahati-hati ng populasyon na karaniwang nagaganap tuwing may eleksyon.
“It is common knowledge that elections, whether national, local or barangay, prove to be divisive among the populace. Candidates and their supporters try to destroy their opponents by using any means necessary just to be able to secure victory,” giit ni Rodriguez.
Tinukoy pa ng mambabatas na ang imbestigasyon ng Commission on Elections, ukol sa mga reklamo ng dayaan at iregularidad sa panahon ng eleksyon ng barangay at SK limang taon na ang nakararaan ay hindi pa rin naisasara hanggang ngayon kung hindi man ay ilalabas pa lamang ang resulta.
Sa ulat ng Comelec ay doon pa lamang mababatid “who would be held liable for the late delivery of ballots and elections returns, which caused the delay in the conduct of elections in several polling centers nationwide.”
“Also, many election documents were left behind by the shipping companies tapped by the poll body because of packaging delays at the National Printing Office in Quezon City,” sabi ni Rodriguez. Meliza Maluntag
