MANILA, Philippines- Inaprubahan ni Pangulong Ferdinand Marcos Jr. ang pagpapalabas ng P12.7 bilyong halaga ng excess rice import tariff collections para sa Rice Farmers Financial Assistance (RFFA) program.
Sa isang kalatas, sinabi ng Presidential Communications Office (PCO) na ipinag-utos ni Pangulong Marcos ang pamamahagi ng P5,000 financial assistance para tulungan ang dalawang milyong small rice farmers upang mapanatili ang kanilang pagiging produktibo.
Ang kabuuang halaga na P12.7 billion ay huhugutin mula sa excess rice import tariff collections noong 2022.
“The Rice Tariffication law, which allowed liberalized rice trade, provided a P10 billion annual appropriation for six years starting from 2019, which will be sourced from rice import tariffs collected,” ayon sa Malakanyang.
Gagamitin ang pondo para makapagbigay ng “farm machinery and equipment, credit assistance, seed development, and training to increase local rice farmers’ yield and competitiveness.”
Samantala, ang rice tariff collections na labis sa P10 billion ay mapupunta sa RFFA program.
Ang RFFA ay isang unconditional financial assistance para mga magsasaka na nagbubungkal o nagsasaka ng mababa sa dalawang ektarya ng lupain na nakamandato sa ilalim ng Republic Act (RA) No. 11598, o Cash Assistance to Filipino Farmers Act of 2021.
Sinasabing 2.3 million ang small rice farmers na nakarehistro sa Registry System for Basic Sectors in Agriculture (RSBSA) “as of June 30, 2023” bilang benepisaryo sa ilalim ng RFFA program.
Kabilang naman sa mga benepisaryo ng RFFA ay ang farm cooperatives associations (FCAs), irrigators associations (IAs), agrarian reform beneficiaries organizations (ARBOs), small water impounding systems associations (SWISAs), at iba pang grupo ng mga magsasaka.
“[This would] help them cope with the increasing cost of production and sustain their productivity even in the face of challenges like the coming El Niño [phenomenon],” ayon kay Pangulong Marcos.
“The President also approved the utilization of P700 million in excess tariff collections for the “Palayamanan Plus” conditional cash transfer under the Household Crop Diversification Program,” ayon sa PCO.
“The program aims to ensure RSBSA-registered farmers, who are also listed in the Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD), “will enjoy food, nutrition, and income security,” dagdag na wika ng PCO sabay sabing, “Around 78,000 beneficiaries are expected to receive the Palayamanan Plus conditional cash transfer of P10,000 each.”
Samantala, maliban sa pagbibigay ng financial assistance sa mga magsasaka, pinangunahan din ni Pangulong MArcos ang pamamahagi ng libo-libong skao ng bigas sa mga benepisaryo ng 4Ps sa Tungawan, Zamboanga City; Brgy. San Roque, Zamboanga City; Brgy. Santiago, General Trias, Cavite; Iriga City, Camarines Sur; at San Andres, sa Lungsod ng Manila.
Idinagdag pa ng Palasyo ng Malakanyang na ipinaabit naman ni Pangulong Marcos ang P15,000-financial assistance sa mga small rice retailers at sari-sari store owners na labis na naapektuhan ng implementasyon ng Executive Order No. 39, ipinataw ang mandatong P41 price cap sa regular milled rice at P45 price ceiling sa well-milled rice.
