MANILA, Philippines – Pinasusuportahan ni Senate President Juan Miguel Zubiri kay Senador Cynthia Villar ang pagasa sa National Land Use Act, na nakabinbin lang sa Kongreso ng mahigit dalawang dekada na.
“We have to convince them that it is necessary to finally come up with the National Land Use Act,” sinabi ni Zubiri sa isang multistakeholder forum na isinagawa ng Department of Environment and Natural Resources (DENR).
“Why? Kasi (Because) we will be able to delineate what is for forest land, what is for housing, what is for industrial parks, and for agriculture.”
Layon ng National Land Use Act na bumuo ng national land-use authority na hahawak sa isang national land-use plan upang iklasipika ang mga sumusunod na lupa ayon sa gamit nito:
– protection (for conservation), – production (for agriculture and fisheries)
-settlements development (for residential purposes),
-infrastructure development (for transportation, communication, water resources, social infrastructure).
Ani Zubiri, hihilingin niya kay Villar na siyang umuupo sa committee on environment, natural resources, and climate change ng Senado na pag-usapan na ito.
Ang panukalang batas ay isa sa mga priority bill ni Pangulong Ferdinand Marcos Jr.
Isa sa mga layunin ng panukala ay ang proteksyon sa mga agrikultural na lupa para sa food production activities.
Nagpahayag naman ng pagtutol sa National Land Use Act si Villar kung saan matatandaan na nagkainitan pa sila ni Senador Raffy Tulfo sa deliberasyon ng Senado sa proposed 2023 budget ng Department of Agriculture Nobyembre noong nakaraang taon.
Ipinunto ni Tulfo na lumiliit na ang mga sakahan dahil ginagawa na itong subdivision, commercial at residential lands.
Idinepensa naman ito ni Villar, na kilalang may negosyong may kaugnayan dito, at sinabing hindi sila bumibili ng mga agricultural land sa mga probinsya.
