MANILA, Philippines – Inaprubahan ng House committee on women and gender equality ang panukala na nagsususlong na amyendahan ang Anti-Violence Against Women and Children Law (VAWC) upang maisama ang probisyon na magpapataw ng parusa sa mga online violence laban sa mga kababaihan at bata.
Ang electronic violence ay pang-aabuso gamit ang anumang uri ng information and communications technology na nagreresulta sa mental, emotional, psychological distress o pahirap sa mga kababaihan at mga bata.
Sa nasabing panukala kasama sa electronic violence ang hindi awtorisadong recording, reproduction, distribution, use, sharing, o uploading ng anumang litrato o video na nagpapakita ng anumang bahagi ng katawan ng babae at mga bata gayundin ang pagpapakita ng anumang uri ng sexually-related verbal o nonverbal expression o gesture na nagpapakkita ng pagiging mahalay o pambabastos sa mga kababaihan at mga bata.
Sakop din ng electronic violence ang anumag uri ng harassment o pagbabanta sa mga kababaihan at bata sa pamamagitan ng text messaging o cyber, electronic, o multimedia technology gayundin ang stalking at paghack ng personal accounts sa social networking sites at pagpapalabas ng pekeng impormasyon na maaari ikasira ng mga kababaihan at bata.
Parurusahan din ang pagbuo ng pekeng social media accounts gamit ang personal information ng mga kababaihan at bata na may intensyong manira o siraan ang isang indibidwdal.
Sinabi ni House Asst. Minority Leader Arlene Brosas, isa sa may akda ng panukala na kailangan palawakin ang sakop ng VAWC at isama ang internet at social media kung saan maraming naitatalang pang-aabuso laban sa mga kababaihan at mga bata.
“Due to the rapid spread of mobile information, the increasing use of social media, and the increased reach of the internet, electronic violence against women has emerged as a major global issue with potentially troubling economic and societal consequences. In this growing technology-dependent society, it is our beholden duty to also update our laws to address the fast-changing realities and means of committing crimes,” paliwanag ni Brosas.
Sa panig ni Marikina City Rep Marjorie Teodoro, sinabi nito bilang proteksyon sa mga kababaihan at bata ay nararapatan na amyendahan ang RA 9262.
“At this day and age, where the public has much latitude on the use of the internet, it is crucial to put safeguards and restrictions that will keep the exercise of our rights in check. Even online, it is disheartening that women and children remain vulnerable to violence and abuse,” pahayag ni Teodoro.
