Manila, Philippines – Ikinatuwa ng mga mambabatas ang utos ni Pangulong Ferdinand Bongbong Marcos, Jr. na imbestigahan ang nadiskubreng onion cartel ng House Committee on Agriculture and Food.
Sa mga nagdaang pagdinig ay nahalukay ng mga kongresista ang ginawang manipulasyon ng kartel na nagbunga para umakyat sa P700 ang presyo ng kada kilo ng sibuyas.
Nauna rito ay inatasan ni Pangulong Marcos ang Department of Justice (DOJ) at National Bureau of Investigation (NBI) na imbestigahan ang mga nasa likod ng kartel na kumontrol sa lokal at imported na suplay ng sibuyas.
“This is a welcome development, a decisive action that manifests the President’s resolve to clamp down on unscrupulous businessmen preying on hapless Filipino consumers and hampering his administration’s efforts to sustain the robust growth of our economy,” sinabi ni Romualdez.
Si Romualdez ang nagpatawag ng pagdinig upang imbestigahan ang kagulat-gulat na pagtaas ng presyo ng sibuyas na umabot sa P700 bawat kilo noong huling bahagi ng 2022.
“The President’s directive should be enough to deter further supply manipulation of agricultural products and help stabilize prices, especially amid reports that prices of onion are on the rise again. The House of Representatives is ready to provide our authorities with the data uncovered from our committee hearings to provide them a head start in their own investigation.”
Kasabay nito ay tiniyak ni Romualdez na mananatili ang pagbabantay ng Kamara laban sa mga negosyanteng mananamantala at poproteksyunan ang interes ng mga mamimili sa pagsasabing, “We will continue to monitor prices, especially of basic staples like rice, vegetables, meat, onions, and garlic, to protect our people from hoarding, price manipulation, unreasonable price increases, and other practices in restraint of trade and which hamper competition.”
Binanggit pa ni Romualdez na bahagi ng kapangyarihan ng Kamara ang ipatawag ang posibleng mga suspek sa smuggling, hoarders at hinihinalang cartel leaders kung kailangan.
Napag-alaman sa Malacañang na ang direktiba ng Pangulo ay ibinatay sa memorandum na ipinadala ni Marikina Rep. Stella Quimbo na nagsasabi na mayroong ebidensya na nagpapatunay na mayroong kartel ng sibuyas at ito ang nasa likod ng pagtaas ng presyo sa huling bahagi ng 2022.
Samantala, itinuturing din ni Cavite Rep. Elpidio Barzaga na isang welcome development ang pag-aatas ng Pangulo sa DOJ at NBI na agarang siyasatin ang nagaganap na hoarding, smuggling at price manipulation sa mga agricultural products.
“It is a welcome development which comes in the wake of the House Committee on Agriculture and Food’s own investigation into the matter. It only shows the Chief Executive’s seriousness in protecting the welfare of the public, especially ordinary people — consumers and the farmers who till the land to ensure that we all have food to eat,” ani Barzaga.
Patunay din aniya ito na ang Pangulo ay nagmamatyag sa mga pagdinig sa Kamara at kinikilala nito ang malaking papel na ginampanan ng mga mambabatas upang malantad ang kartel ng sibuyas.
“The President’s order also shows that he had been following our hearings and that he recognizes the huge role it played in helping dismantle the biggest onion cartel in the country to restore the prices of agricultural products to its previous level,” aniya.
Magugunitang sa pagdinig ng House Committee on Agriculture and Food na pinamumunuan ni Quezon 1st District Rep. Wilfrido Mark Enverga noong Mayo ay lantarang tinukoy ni Quimbo si Lillia o Leah Cruz at ang kanyang kompanya na siyang nasa likod ng manipulasyon.
Ayon kay Quimbo, mayroong mga magkaka-ugnay na kompanya na may kinalaman sa pagtatanim, pag-aangkat, pagtatago sa mga cold storage facilities, at pagdadala ng sibuyas sa mga pamilihan ang kumontrol sa suplay kaya nagkaroon ng pansamantalang kakapusan na nagresulta sa pagtaas ng presyo nito.
Kasunod ng direktiba ng Pangulo, inanunsyo ng DOJ ang pagbuo ng Anti-Agricultural Smuggling Task Force kung saan kasama ang Bureau of Customs at Department of Agriculture. Meliza Maluntag
