MANILA, Philippines- Dumepensa ang Office of the Executive Secretary (OES) sa naging hakbang ng Office of President (OP) na payagan ang paglilipat ng pondo sa Office of the Vice President (OVP) noong 2022.
Sa isang kalatas, sinabi ng OES na inaprubahan ng tanggapan ni Pangulong Ferdinand Marcos Jr. ang pagpapalabas ng P221.424 million sa OVP, sa naging kahilingan na rin ng huli.
Ayon sa OES, inaprubahan ng Pangulo ang pagpapalabas alinsunod sa Special Provision No. 1 sa ilalim ng Fiscal Year 2022 Contingent Fund.
“The President is authorized to approve releases to cover funding requirements of new or urgent activities of NGAs, among others, that need to be implemented during the year,” ayon sa OES.
“VP Sara, who was newly elected then, needed funds for her new programs for the remaining period of 2022. The President supported this initiative and released the funds, with the favorable recommendation of DBM,” dagdag na pahayag ng OES.
Ayon sa OES, ang nasabing halaga ay para sa “Maintenance and Other Operating Expenses: a) Financial Assistance/Subsidy – P96.424 million, and b) Confidential Funds (for newly created satellite offices) – P125.0 million, chargeable against the FY 2022 Contingent Fund.”
Nauna rito, kinumpirma ni Vice President Sara Duterte na humiling ng P125 million confidential funds para sa Office of the Vice President noong nakalipas na taon.
Ito ang naging tugon ng bise presidente sa katanungan ni Senate Minority Aquilino “Koko” Pimentel sa isinagawang pagdinig sa Senate committee on finance kaugnay sa panukalang pondo ng OVP para sa susunod na taon na P2.3 billion kabilang dito ang malaking halaga ng confidential at intelligence funds na nagkakahalaga ng P500 million.
Parte umano ang P125 milyong confidential fund noong 2022 ng P221.4 milyong pondo na inilipat ng Department of Budget and Management sa Office of the President noong Disyembre 2022.
Nag-request aniya ang OVP noong Agosto 2022 sa OP at naibigay ang confidential fund noon lamang Disyembre 2022.
Subalit kinuwestyon ni Senator Pimentel ang confidential fund ng OVP dahil hindi ito nag-eexist sa 2022 budget ng OVP.
Itinuro naman ni VP Sara ang DBM na makapagbibigay aniya ng tamang kasagutan sa katanungan ng mambabatas dahil ang DBM ang naglipat ng pondo mula sa kanilang source papunta sa OVP. Kris Jose
