MANILA, Philippines- Pinangunahan ni Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian ang pagtinta sa Implementing Rules and Regulations (IRR) ng isang batas na naglalayong pagyamanin ang kaalaman at kasanayan ng mga Pilipinong magulang at parent-substitutes sa pagtugon sa kanilang parental duties at responsibilidad.
Ang Republic Act (RA) 11908 o “the Parent Effectiveness Service (PES) Program Act” at ang IRR nito ay naglalayong “protect and promote children’s rights, foster positive early childhood development and advance their educational progress.”
Sa kanyang mensahe, sinabi ni Gatchalian na tiniyak ng DSWD na mayroong kakailanganing programa at serbisyo para sa mga magulang at ibang parent-substitutes para palawakin ang kanilang kaalaman at kasanayan sa tamang pag-aaruga sa kani-kanilang mga anak.
Tinukoy nito ang nilagdaang IRR ng batas, “parents and parent-substitutes will be equipped with lessons that will enrich their understanding of themselves as parents and guardians.”
“Likewise, they will be able to respond more effectively to their parental duties and responsibilities, especially in the areas of early childhood development, behavior management of younger and older children, husband-wife relationships, prevention of child abuse, health care, and other challenges of parenting,” ayon sa Kalihim.
“The law is expected to increase parents’ awareness and understanding of themselves that affects their role performance as fathers, mothers and carers towards children under their care and custody,” ayon kay Gatchalian.
“It will also develop and enhance parental values, attitudes and behavior as they learn and grow to fulfill their duties and responsibilities towards their children, family and the community,” dagdag na wika nito.
Ang paglagda sa IRR ay “signifies our collective commitment to upholding the values and principles enshrined in this legislation and our dedication to ensuring its effective implementation for the betterment of our society.”
Sa kabilang dako, pinasalamatan naman ng DSWD ang mga mambabatas na napagtagumpayan na maisabatas ang RA 11908 at sa partner agencies sa paglikha ng IRR.
Ang DSWD, sa pakikipag-ugnayan sa iba pang ahensiya ng pamahalaan na tinulungan ang departamento sa implementasyon ng PES Program ang siyang nanguna sa paglikha ng IRR.
“As our partners in crafting the IRR, may you once again be one with us in making sure that the law will be fully implemented and that all children and families will benefit from it,” ang wika ni Gatchalian.
Maliban kay Gatchalian, lumagda din sa IRR sina Justice Secretary Jesus Crispin Remulla (tumayong kinatawan nito si Assistant Secretary Majken Anika Gran-Ong; Interior and Local Government Secretary Atty. Benjamin Abalos Jr., represented by Assistant Secretary, Rolando Puno; Health Secretary Dr. Teodoro Herbosa, (tumayong kinatawan si Assistant Secretary Maylene Beltran); at Early Childhood Care and Development Council Officer-in-Charge Vice Chairperson Rommel Isip. Kris Jose
