MANILA, Philippines – Panibagong Senate resolution ang inihain ni Senador Grace Poe upang paimbestigahan ang paglubog ng M/V Aya Express sa Laguna Lake sa Binangonan, Rizal na ikinamatay ng 27 katao.
Base sa Senate Resolution No. 704, kailangan matukoy kung sino ang mananagot sa Laguna Lake tragedy na nangyari noong Hulyo 27 sa kasagsagan ng bagyong Egay sa bansa at nasunod ang regulayon sa martima.
“Those responsible for the death of the 27 individuals and the trauma of the 43 rescued victims should be held accountable for this incident,” saad sa resolusyon ng chairperson ng Senate committee on public services.
“This tragedy revealed serious maritime safety compliance lapses that need to be revisited to determine whether the regulations are insufficient to provide and ensure safe voyage of individuals at sea or whether there is simply complacency in the implementation,” dagdag niya.
Dahil dito, muling iginiit ni Poe ang pagsasabatas ng National Transport Safety Board na matagal na nitong isinusulong sa Senado.
Nakatakda sa panukala na malayang mag-iimbestiga ang Board sa anumang aksidente at insidente sa lahat ng uri ng transportasyon, sa lupa, himpapawid at karagatan o tubigan at magpalabas ng rekomendasyon sa kaligtasan at pag-aaral hinggil sa pag-iwas ng katulad ng insidente.
Ayon kay Poe, layunin ng imbestigasyon na kalapin ang mahahalagang impormasyon upang masuri ang ilang ulat ng overloading na maaaring papanagutin ang operator, may-ari ng bangka at kapitan nito kung mapatutunayang may katotohanan.
Mahaharap din sa pananagutan ang Philippine Coast Guard sa kabiguan nitong imonitor ang bilang ng pasaherong isinakay sa bangka, suriin ang katotohanan sa manifesto at pagkokonsidera sa masamang lagay ng panahon kahit walang storm signal.
Iginiit din ni Poe na dapat tuparin ng Maritime Industry Authority (Marina) ang tungkulin nito sa ilalim ng Section 9 of Republic Act No. 9295 na nagsasabing: “All vessels operated by domestic ship operators shall at all times be in seaworthy condition properly equipped with adequate life-saving, communication, safety and other equipment operated and maintained in accordance with the standards set by Marina, and manned by duly licensed and competent vessel crew.”
“We will find out if Marina did its job of inspecting the vessels and equipment on board to ensure compliance with safety standards,” ani Poe.
Ikalawa ang M/V Aya Express sa aksidente sa karagatan sa taong ito matapos malunod ang 33 katao sa walong oras na sunog sa isang bangka sa Basilan noong Marso 2023.
“Despite being an archipelago, the Philippines has a poor maritime safety record with people dying in sea mishaps yearly, usually on board aging, wooden motor boats used for fishing or to move people from one small island to another,” ayon kay Poe. Ernie Reyes
