MANILA, Philippines – Sa botong 187 pabor at walang pagtutol, pasado na sa ikatlo at huling pagbasa sa House of Representatives ang House Bill 8327 o ang restructuring na ipatutupad sa Philippine National Police(PNP).
Sa oras na maisabatas, aamyendahan ng panukala ang Republic Act (RA) No. 6975 o Department of the Interior and Local Government Act of 1990 at RA No. 8551 o Philippine National Police Reform and Reorganization Act of 1998.
Ayon ay House Speaker Martin Romualdez, may akda ng panukala, ang pagbabago sa PNP ay makatutugon para mas maresolba nito ang ilan sa kanilang internal issues.
“This will ultimately redound to the benefit of Filipinos, whom the PNP seeks to protect,” ani Romualdez.
Sa ilalim ng panukala ang PNP chief ay magkakaroon ng command group na kinabibilangan ng Deputy chief of the PNP for administration, the deputy chief of the PNP for operations at chief of the directorial staff.
Ilan posisyon din ang bubuuin kabilang ang directorate for personnel and records management, for intelligence, for operations, for logistics, for plans, comptrollership, for police community relations, for investigation, for training as well as education and doctrine development, for research and development at para sa information and communications technology management.
“The Chief of the PNP shall be appointed by the President from among the senior officers down to the rank of Police Brigadier General [subject to confirmation by the Commission on Appointments],”nakasaad sa panukala.
Nakasaad din dito na ang PNP chief ay may term of office na hindi lalagpas sa 4 na taon at ang compulsory retirement ay nasa 56 anyos.
“The bill provides that the PNP Chief shall have the rank of police general; the second in command will have the position title of deputy chief of the PNP for administration, with the rank of police lieutenant general; while the third in command shall have the position title of deputy chief of the PNP for operations, also with the rank of police lieutenant general” ayon pa sa panukala.
Ang mga Area Police Commands (APC) ay iesstablisa sa police regional offices, district offices at city police offices.
“The APC shall orchestrate, supervise, and control the conduct of inter-regional operations against insurgency, terrorism, and other internal security threats. Further, the APC shall likewise conduct search, rescue, and relief operations in times of calamities and other emergency situations within their respective areas of jurisdiction,” nakasaad pa sa panukala.
Ikinatuwa naman ni Philippine National Police (PNP) chief, Gen. Benjamin Acorda Jr. ang pagpasa ng panukala sa Kamara, aniya, makatutulong ang pagsasabatas nito para mas magampanan ng kapulisan ang kanilang tungkulin. Gail Mendoza
