Panukalang military pension fund reform, pinalilinaw ng GSIS

MANILA, Philippines- Umaasa ang Government Service Insurance System (GSIS) na makakukuha ito ng paglilinaw kaugnay sa panukalang reporma sa  pension scheme ng military at uniformed personnel.

“The measure needs to iron out on whether the state pension fund will be managing the funds,” ayon kay GSIS president at general manager Jose Arnulfo Veloso.

Kapag ang  GSIS aniya ang inatasan na humawak sa  pondo,  kailangan nito ng “fresh financial infusion” mula sa gobyerno.

“Kung kami po magma-manage ng pondo na ito, hindi po namin imi-mix ‘yung pondo ng ating government employees with the military and uniformed personnel,” ayon kay Veloso sa isang panayam.

“There should be no co-mingling of funds and we will require infusion of fresh funds from the national government to be able to address this,” dagdag na wika nito.

Sa kabilang dako, inilarawan  naman ni Finance Secretary Benjamin Diokno ang kasalukuyang  military pension system bilang isang “big drain to the national budget.”

Ani Diokno, may pagtataya na gagastos ang pamahalaan ng  P848.39 billion annually para sa susunod na 20 taon para tustusan ang kasalukuyang  pension system.

“Talagang unsustainable kaya nga po napunta ito sa diskusyon at ang atin pong secretary of finance is concerned about this primarily because of the amount that is being culled from the national budget and they’re not thinking of the current ones but the future,” ani Veloso.

“President Ferdinand Marcos, Jr. is pushing for reform on the pension scheme,” ayon kay Diokno.

Sa ilalim ng kasalukuyang scheme, ang pensyon ng retired personnel ay tumaas ng 100%  nang ang “salary of the incumbent [personnel] is doubled”.

“Uniformed personnel who have rendered at least 20 years of active service could also opt for an optional retirement. This means that those who enter the service at 20 years old could be eligible for pension in their 40s,” ayon sa ulat.

Ani  Diokno, ang average monthly pension ng military personnel ay P40,000.

Sakop ng  pension scheme para sa mga  uniformed personnel  ay ang  Armed Forces of the Philippines, Bureau of Jail Management and Penology, Bureau of Fire Protection, Philippine National Police, Philippine Public Safety College, Coast Guard, at Bureau of Corrections. Kris Jose
