Panukalang pagtataas ng campaign expenses aprub sa Kamara

MANILA, Philippines- Ipinasa sa Kamara ang panukalang mag-aamenda sa election laws upang bigyang-daan ang mas mataas na ceiling para sa authorized campaign expenses, sa ikatlo at huling pagbasa.

Inaprubahan ang House Bill No. 8370, na nagsusulong na amendahan ang ilang bahagi ng Republic Act No. 7166, sa sesyon nitong Miyerkules matapos itong paboran ng 268 mambabatas.

Kapag naisabatas, aamendahan ang Section 13 ng Republic Act No. 7166 upang payagan ang sumusunod na per-voter expenditures:

• P50 kada botante para sa presidential candidates

• P40 kada botante para sa vice presidential candidates

• P30 kada botante sa senatorial, district representative, gubernatorial, vice gubernatorial, board member, mayoral, vice mayoral, councilor, at party-list representative candidates

Pinapayagan ang olitical parties na gumastos na P30 para sa kada isang botante sa kanilang constituencies.

Iginiit ni Speaker Ferdinand Martin Romualdez na kinakailangan ang mga pagbabagong ito dahil ipinatupad ang batas noong 1991 — 32 taon na ang nakalilipas — na nangangahulugang malaki na ang ipinagbago ng mga presyo ng bilihin at serbisyo.

“This cap was set almost 32 years ago, in November 1991, when the law was enacted. Factoring in annual inflation, a candidate’s P3 or P10 three decades ago may amount to nothing today,” aniya.  “Thus, the need to adjust the expense limit.”

“In that sense, the bill would widen the opportunity for the electorate to scrutinize the aspirants and to eventually choose the best, the brightest, and the most qualified. The proposed law would enhance the exercise of the freedom of suffrage and strengthen democracy,” pagtitiyak pa ng mambabatas.

Ilan sa principal authors ng panukala sina Reps. Yedda Marie K. Romualdez, Jude Acidre, Marlyn Primicias-Agabas, Olga Kho, Loedy Tarriela, Augustina Dominique Pancho, Maximo Dalog, Francisco Jose Matugas II, Ma. Rene Ann Lourdes Matibag, Drixie Mae Cardema, at Manuel Jose Dalipe.

The proposed measure is not new though: in 2013, former Baguio City Rep. Nicasio Aliping, Jr. filed a bill that would increase campaign spending limits, in a bid to address the alleged understatement of candidates.

Naniniwala ang election watchdogs na ilang kandidato ang hindi nagdedeklara ng labis na donasyon at campaign expenditures.

Subalit, ilang mambabatas tulad ni Senator Koko Pimentel ang naghayag ng pangamba na ang mabebenipisyuhan lamang ng panukalang ito ay ang mayayamang kandidato. RNT/SA
