Ang National Water Resources Board o NWRB, kasama ang Office of the Water Resources Management (OWRM), Metropolitan Waterworks and Sewerage System (MWSS), mga water concessionaire, Local Water Utilities Administration (LWUA), National Irrigation Authority (NIA), at iba pang mga ahensya ang bumubuo sa water security sector ng El Niño Task Force sa pangunguna ng DENR.
Kabilang sa mga inilatag ng water security sector ang pagkontrol sa suplay ng tubig sa MWSS na mula sa 52 cubic meters per second (CMS) ay nasa 48 CMS na lamang sa kasalukuyan.
Kabilang din ang pagtatayo ng mga rainwater harvesting facilities na ilalagay sa mga pampublikong paaralan na magsisilbi bilang rainwater harvesting locations na popondohan ng Department of Public Works and Highways (DPWH) at teknikal na tulong mula sa NWRB at iba pang kaugnay na mga ahensya.
Dahil sa pagbuhos ng ulan dulot ng Habagat na nagpataas sa antas ng tubig sa Ipo Dam na siyang pinakamalaking nagsusuplay ng tubig sa La Mesa dam patungo sa mga industriya at tahanan sa Metro Manila, Cavite at Rizal.
Ayon sa ulat ng Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) noong ika-5 ng September 2023, nasa 203.07 ang lebel ng tubig sa Angat Dam, mahigit sa minimum operating level na 180 meters, ngunit, mababa pa kung ikukumpara sa normal high-water level (NHWL) na 210 meters, malayo pa sa end of the year target na 212 meters.
Ang NWRB ay isang policy-making, regulatory and quasi-judicial agency na responsable sa exploitation, utilization, development, conservation, at protection ng water resource alinsunod sa Integrated Water Resource Management (IWRM).
Base sa Presidential Decree No. 424 at Executive Order No. 124-A, ang NWRB ay binubuo ng DENR, National Economic and Development Authority (NEDA), Department of Justice (DOJ), Department of Science and Technology (DOST), at National Hydraulic Research Center – University of the Philippines.
