PBBM sa BCDA: New Clark City Access Road, kumpletuhin

MANILA, Philippines – PINANGUNAHAN ni Pangulong Ferdinand R. Marcos Jr. ang pag-inspeksyon sa Airport to New Clark City Access Road (ANAR) sa Mabalacat, Pampanga kung saan ipinag-utos niya sa Bases Conversion and Development Authority (BCDA) na tiyakin ang napapanahong pagkompleto sa nasabing proyekto.

Sa naging talumpati ng Pangulo sa isinagawang pag-inspeksyon sa ANAR, sinabi ng Chief Executive na ang pagkompleto sa proyekto ay hindi lamang magbibigay-daan para sa mas maraming turista at investments sa Pampanga, kundi mababawasan din nito ang travel time mula isang oras ay magiging 20 minuto na lamang.

Sinabi pa ng Pangulo na dahil sa proyekto ay makatitipid pa sa pera ang mga biyahero dahil mananatili itong toll free.

“I ask you in the BCDA to ensure the completion of the remaining works for this 20-kilometer highway,” ang sinabi ng Pangulo sa BCDA, tinukoy ang 19.81-kilometer six-lane ANAR, nagkokonekta sa New Clark City (NCC) sa Clark International Airport (CIA).

“Once operational, it will reduce travel time between the Clark International Airport and New Clark City from one hour to 20 minutes. It will also save commuters’ money – as ANAR is toll free,” dagdag na pahayag ng Pangulo.

Ang ANAR ay bahagi ng One Clark development approach ng BCDA, naglalayong isulong ang economic at social transformation sa bansa sa pamamagitan ng i-develop ang “alternative growth areas” sa labas ng Kalakhang Maynila.

“This road is much more than just an access road. It is part of our plan to propel Clark as an alternate growth area. It is a red carpet rolled out to those who will partake in all the best things that Clark can offer,” ayon kay Pangulong Marcos.

“It shows the path forward, of Building Better More so we will never lose our competitive advantage because unlocking the full potential of Clark is a continuing task,” binigyang diin pa rin ng Punong Ehekutibo.

As of February 14, ang access road ay 95.21% na tapos na, may natitirang carriageway, o six-lane runway na fully completed rin habang ang lahat ng natitirang trabaho ay makokompleto sa Hunyo 24.

Tinuran pa ng Pangulo na ang ANAR ay isang “key component in boosting the Clark metropolis as an investment and tourism destination” sa Pilipinas, binigyang diin ng Pangulo na ang proyekto ay “is part of a larger package of Build Better More activities” na isinaisip para sa “Bagong Pilipinas.”

“Project such as this all convey one message to prospective investors. It conveys the message that we are committed to building world class infrastructure that can host businesses in a high-growth area. That the government is ready to provide adequate infrastructure and facilities to ensure the growth of their future investment,” aniya pa rin.

Sa kabilang dako, binigyang diin naman ng Pangulo na “the administration is not only transforming Clark’s physical capital, but is also upskilling the required human capital that will run businesses and drive prosperity in the region.”

Giit ng Pangulo, maraming potensiyal ang Clark dahil maaari itong mag-host ng iba’t ibang economic activities kabilang na ang “innovation labs, creative workshops, manufacturing concerns, leisure complexes, at cyber corridor.”

“In short, the Clark metropolis has what it takes to be a mecca for tourists, a magnet of investments, and a market of goods and services. We must leverage these attributes into higher visitor traffic, attracting more investments that generate better jobs and spur economic activity,” aniya pa rin.

Tinalakay ang track record ng BCDA, kumpiyansa ang Pangulo sa kalidad ng ‘workmanship’ ng ANAR sabay sabing nananatili siyang nagtitiwala sa commitment ng development authority para sundin ang kaugnay na procurement rules, laws and regulations sa konstruksyon ng lansangan.

Binigyang diin din ng Pangulo ang “bold vision” ng BCDA na umusbong mula sa nagdaang imprastraktura kung saan naitayo ang Sacobia bridge at bagong CIA, nagkamit ng international recognition at pinuri ng UNESCO Prix Versailles bilang isa sa “most beautiful airports” sa buong mundo.

Samantala, nagpahayag naman kanyang pasasalamat si Pangulong Marcos sa mga engineers, architects, private partners, at sa BCDA sa pangunguna ni Chairman Delfin Lorenzana at Engineer Joshua Bingcang, BCDA President at Chief Executive Officer, para sa kanilang pagsusumikap at dedikasyon sa proyekto.

“BCDA’s performance is not merely narrated on ink and paper, and in reports long archived. Your triumphs have become part of the country’s landscape, utilized and visited by millions of people daily,” ang pahayag ni Pangulong Marcos.

Bago pa tinapos ang kanyang talumpati, kinilala ng Pangulo ang kontribusyon ng BCDA at commitment nito na i-remitt ang kanilang kinita para pondohan ang modernisasyon ng Armed Forces of the Philippines (AFP).

Sinabi ng Pangulo na nakapag-ambag ang BCDA ng P59.71 billion para sa “equipment, weaponry, vehicles, vessels, at structures” na ginamit ng armed forces, itinuturing na “great contribution” sa “Bagong Pilipinas.”

“Indeed, the BCDA has a major role to play in the Bagong Pilipinas vision that all Filipinos are working hard to achieve. Your contribution to Bagong Pilipinas goes beyond your physical inventory of projects delivered, planned, and being built,” ang pahayag ng Chief Executive.

Aniya pa, kabilang din sa magiging kontribusyon ng BCDA sa Bagong Pilipinas ay ang “the culture of excellence, innovation, foresight and industry.” Kris Jose
