Pharma-medical device ecozones target ng PH ngayong 2024

MANILA, Philippines- Target ng Pilipinas na maglunsad ng pharmaceutical-medical device (pharma-dev) economic zones ngayong taon kung saan kinokonsidera ang apat na lokasyon sa iba’t ibang panig ng bansa.

Sinabi ni Philippine Economic Zone Authority (PEZA) Director General Tereso Panga na kasalukuyan ngayong nasa site selection stage ang PEZA.

“So, nasa site selection kami, establishment ng criteria. Mayroon sa Laguna, mayroon Bulacan, mayroon Tarlac, mayroon din sa Cebu,” ayon kay Panga.

Aniya pa, sa naging pag-uuri ng PEZA, ang inisyatibang ito ay “urgent” alinsunod sa naging utos ni Pangulong Ferdinand R. Marcos Jr. na magtatag ng general pharmaceutical ecozones.

“The goal is within one year. Urgent iyon kasi may nag-file na sa amin, so we’re just awaiting the proclamation,” sabi ng opisyal.

Ibinahagi rin ni Panga na ang Japanese firms na humahawak sa medical devices ay nagpahayag ng intensyon na magparehistro sa PEZA.

“The dedicated pharma-zones are envisioned to be equipped with all necessary facilities, including cold chain, to ensure that operations of the locators are viable,” ayon kay Panga.

Tiniyak naman ni Panga ang fiscal incentives sa mga ito gaya ng apat hanggang pitong taong Income Tax Holiday (ITH).

“After that, they will graduate to plus 10 years of special corporate income tax. Iyan ay kapag export-oriented sila,” aniya sabay sabing, “Kapag domestic market naman, after the ITH period, they will graduate to five years of enhanced deductions.”

Sa parehong mga kaso, magkakaroon ng tax at duty-free importation, zero-Value Added Tax rating, at ang mapabibilis ang kanilang shipments.

Sanib-pwersa naman ang PEZA at Food and Drug Administration (FDA) para bumalangkas ng polisiya na maisasama sa planong ecozones.

“We will increase prolongation of the CPR (Certificate of Product Registration) or the LTO (License to Operate), the very necessary licenses for the pharmaceutical and medical device stakeholders,” ayon naman kay FDA Director General Samuel Zacate.

“Without compromising safety, we will tailor-fit for them to comply and because the PEZA is here already, we will focus on exportation and part of it is for domestic use,”dagdag na wika nito. Kris Jose
